Job Description

If you are hired provisionally in the title, you must take and pass the Civil Service Exam, when it becomes available, to be eligible for continued employment.

Family Independence Administration (FIA) provides temporary help to individuals and families with social service and economic needs to assist them in reaching self-sufficiency via essential and diverse programs/services, such as: temporary cash assistance, SNAP, childcare, eviction prevention services, adult protective services, job training, employment plans/support, domestic violence assistance, child support enforcement, etc.

Under the direction of the Executive Regional Manager (Division of Job Support Services), with great latitude for the exercise of independent judgment, the Regional Manger collaborates with the Executive Regional Manager in determining, establishing, and directing the goals, policies, and procedures involved in the implementation of public assistance benefits in the designated region office. The regional offices are comprised of Specialized Job Centers and approximately 34 integrated employment and eligibility Job Centers/Model Offices that stress the short-term nature of public assistance and the importance of obtaining employment.

FIA is recruiting for one (1) Administrative Job Opportunity Specialist, M3, to function as Regional Manager, who will:

- Oversee the daily operations of designated Public Assistance Job Centers and Model Offices located throughout the five Boroughs whose responsibility is to determine eligibility, authorize and issue expedited and recurring benefits for eligible households receiving public assistance benefits. Play a major role in enacting welfare reform initiatives through analysis of program operations, client eligibility criteria and the engagement of low-income families in different employment initiatives.

- Provide management oversight to the Deputy Regional Managers in the day-to-day oversight of the Job Centers and Model Offices to ensure the centers can provide adequate program access, timely and accurate eligibility determination of application and recertification cases and address the reported interim case changes and client inquiries quickly, accurately and professionally.

- Plan and provide direction in the development of policy and procedural protocols for the coordination of application and recertification for the public assistance program. Assist in the organization of center priorities, staff allocations and workflow to improve the results of activities and meet the mandated targets set forth by Federal, State and Agency guidelines.

- Direct and monitor the timely preparation of management activity reports (to the Assistant Deputy Commissioner and Executive Regional Managers) that summarize, highlight, and analyze fluctuations in the center activities within the regions and recommends corrective action where problems are discerned.

- Make regular visits to the Job Centers and Model Offices for firsthand observation of center operations, conduct meetings with Center administration and staff and to ensure plans approved by FIA executive administration are appropriately executed, ensuring proper integration, and compliance of Federal, State and Agency regulations.

- Deliberate and interact with center directors and managers to integrate social services and coordinate efforts in the development of strategies for the Job Centers and Special Needs operations to meet the needs of the region’s participants.

- Oversee the operation and implementation of error reduction and fraud prevention project plans to reduce error rates of determinations in accordance with Federal and State Quality Control guidelines and standards, to ensure appropriate Federal funding to the agency.

- Participate in program planning and development meetings with top Family Independence Administration management, Human Resources Administration executive and Mayoral staff and outside social services agencies; ensures that overall objectives are incorporated into program components.

- Coordinate the preparation and provision of analytical reports for the Mayoral Office presentations, State and local Judges, Commissioner’s Monthly Report, and City Hall hearings.

- Collaborate with the Assistant Deputy Commissioner and Executive Regional Managers in the selection and development of managerial and line staff within the region.

- Oversee the staffing needs, staff training, labor management issues, facilities, and the coordination of community resources related to each center operations.

Minimum Qualifications

1. A baccalaureate degree from an accredited college or university, plus four years of satisfactory full-time experience performing work related to providing employment related services or economic support services to persons in need, at least eighteen months of this experience must have been in a supervisory or managerial capacity; or

2. A four-year high school diploma or its educational equivalent and eight years of full-time experience equivalent to "1" above; at least eighteen months of this experience must have been in a supervisory or managerial capacity; or

3. Education and/or experience equivalent to "1" or "2" above. College credits from an accredited college or university may be substituted for experience on the basis of 30 semester credits for one year year of work experience. However, all candidates must have at least a four-year high school diploma or its educational equivalent and at least eighteen months of experience must have been in a supervisory or managerial capacity as described in "1" above.
