The Office of Radiological Health (ORH) inspects facilities using radioactive materials and x-ray producing equipment throughout New York City to ensure compliance with public health and safety regulations at more than 7,000 facilities. This position provides subject matter expertise for the radiation program, and will support the program in accordance with statutory authority, and delegations from, or agreements with NRC, FDA, and EPA and within established budget, and according to city, state and federal regulations.

- Conduct research to assess new and emerging issues in the fields of radiation health and regulation.

- Develop technical guidance, informational fact sheets, and recommendations based on research findings.

- Provides scientific research and review support as necessary in the use of radiation detection equipment and software to record, evaluate, and track radiological contamination assessments during radiation emergencies.

- Prepare and/or assist in the production of scientific reports on field investigations and research as it relates to the program’s radiological surveillance activities.

- Provide Health Physics and radiation safety expertise for ORH and other sections of DOHMH in planning and preparedness for response to radiological conditions during emergencies.

- Coordinate grant-funded homeland security projects including the development of emergency responder guidance in coordination with NCRP. Works with external consultants and subject matter experts in the review of federal, state or city health and safety documents, scope of work, presentation of the project reports.

- Serve as a subject matter expert in security of radioactive materials and may provide technical input in improving the status of materials security and accountability in licensed facilities.

- Review applications for new, renewal, termination and amendment of radioactive materials licenses and x-ray equipment registrations.

- Review and assesses technical documents for newly issued, proposed guidance and regulations that directly impact ORH activities.

- Provide clear and concise comment and assistance to promote the timely completion of document feedback, review and approval.

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.

Ability to work with a team of diverse professionals. Excellent verbal, written, interpersonal, communication, organizational and problem-solving skills. Knowledge of federal and state regulations for radioactive by-products material and radiation producing equipment. Work experience in a regulatory, healthcare or research setting using radioactive materials or x-ray producing equipment.

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
