PROGRAM AND JOB DESCRIPTION:

The Division of Administration, Bureau of Clinical Quality Management, and Improvement

The Central Administrative Office is recruiting for City Research Scientist I / Quality/Performance Improvement Specialist, will provide support to executive staff in the operations of the program.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

- Consult with DOHMH Article 28/36 programs regarding their use of process and outcome data in developing performance/quality improvement activities and Implement quality and outcome measures based on clinical and epidemiological data and best practices.

- Design and implement research projects using advanced statistical analysis techniques and focusing on improving patient care outcomes; Typical research projects include benchmarking, Article 28/36 Public Health Law research, literature reviews, CDC guidelines specific to infection prevention and control, and statistical analysis.

- Design, analyze and coordinate Excel Spreadsheets and Databases to maintain all statistical reporting to meet the needs of the Clinical Quality Management Improvement department/ Employee Health Program.

- Analyze Article 28/36 programs, clinic statistics and comparative analysis, including but not limited to creating graphs. Download and export data sets from various databases. Compile confidential data and computed statistics for use in statistical studies and creating reports.

- Conduct Patient Satisfaction outbound calls/ surveys to address concerns and suggested improvements voiced by Article 28/36 patients. Export data from Survey Monkey, conduct analysis and create reports.

- Enters and monitors Article 28/36 adverse occurrences, complaints, and compliments.

- Assists with preparation of Quality Improvement Executive Council Quarterly Report.

- Assist with design, implementation and facilitate participation in Quality Improvement committees including but not limited to, Patient Rights and Safety committee, and Article 28/36 Quality Assurance meetings.

- Present research findings and recommendations to the Quality Improvement Executive Council and Senior Management of Clinical Programs.

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.

Applied statistical experience in health service research, including: managing, analyzing clinical and administrative data sets, field methods in qualitative and quantitative data collection. Candidates should have strong oral, writing, and analytical skills. Proficient computer skills in Microsoft Excel, Word, PowerPoint, Access, and Survey Monkey.
