1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a “response-ready” organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods

DIVISION/PROGRAM DESCRIPTION:

The New York City Department of Health and Mental Hygiene (NYC DOHMH)'s Bureau of Hepatitis, HIV, and Sexually Transmitted Infections (BHHS) oversees the City's response to viral hepatitis, HIV, and sexually transmitted infections (STIs). Across a range of programs and through extensive collaboration with other parts of NYC DOHMH and external stakeholders, BHHS leads testing initiatives; prevention, care, and treatment programming; epidemiology and surveillance; research and evaluation; training and technical assistance; community engagement; social marketing; policy advocacy; and racial equity and social justice initiatives. BHHS's HIV Care and Treatment Program (CTP) is the recipient of federal grants for HRSA's Ryan White HIV/AIDS Program (RWHAP) Part A and HUD's Housing Opportunities for Persons With AIDS (HOPWA). CTP is comprised of five units: 1) Grants Management, 2) Program Planning, 3) Quality Management and Program Implementation, 4) Research and Evaluation, and 5) Housing Services Unit. Reporting to the Manager of Behavioral Health Services in the Quality Management and Program Implementation (QMPI) unit, the Quality Management Specialist (QMS) will provide ongoing programmatic and quality management support to community-based organizations, hospitals, and other health facilities that are funded to provide substance use, harm reduction and behavioral health services to people with HIV in New York City. The QMS will work with funded programs to build capacity to manage the quality of services and provide technical assistance to facilitate implementation, gather feedback, ensure fidelity to program models, and confront racism as a driver of health disparities.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

Draw on research and other sources, work with the Manager to propose and apply a range of approaches to developing evidence-based strategies for Ryan White Part A-funded organizations and City-funded organizations to provide behavioral health services to people with HIV, including harm reduction services.
Provide guidance and support to existing and new programs on the start-up and implementation of program service models for specific target populations to ensure fidelity to protocol and procedures.
Provide coaching in quality management and quality improvement to funded organizations for assigned service categories, both remotely and via site visits
Advise on the development of quality indicators and quality improvement activities for assigned service categories.
In conjunction with the Manager, propose and implement protocols for reviewing and analyzing performance and quality management data to inform program improvement.
Collaborate with the Research and Evaluation Unit in CTP to evaluate the process of implementing services to provide real-time, actionable feedback on programs to describe and disseminate key findings
Partner with the Subrecipient Agreement holder (Public Health Solutions) to execute subcontracts and renewals and ensure program integrity and quality through joint monitoring processes.
Review data reported by subcontractors to ensure program integrity and to inform quality management coaching and quality improvement projects.
Assist with planning and implementing meetings, conferences, and other quality management activities provided by the QMPI unit.
Form and maintain relationships with funded organizations, specifically for assigned service categories, and other key stakeholders.


Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.


Preferred Skills

Knowledge of HIV, harm reduction, substance use, and behavioral health, populations most affected by HIV, quality management principles, and how structural oppression affects vulnerability to poor HIV outcomes. Professional working experience with populations most affected by HIV, substance use, mental health, and systems of oppression. Ability to plan and carry out projects. Exceptional relationship-building and influencing skills. Keen attention to detail and ability to handle multiple and diverse assignments and priorities efficiently and effectively. Excellent written, oral, facilitation, and interpersonal skills. Proficient in Microsoft Word, Excel, PowerPoint, Outlook, and Adobe Acrobat. Master of Social Work or dual Master of Public Health/Master of Social Work degree strongly preferred.
Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
