Job Description

APPLICANTS MUST BE PERMANENT IN THE ASSOCIATE STAFF ANALYST CIVIL SERVICE TITLE

The Office of Fiscal Operations is DSS/HRA/DHS’s primary payments and accounting office, and the core responsibilities are carried out through the operations of the Bureau of Accounts Payable (BAP). As the Agency’s primary payment office, BAP issues authorized payments to service providers for services delivered to DSS/HRA/DHS clients, payments to vendors providing services to DSS/HRA/DHS and reimbursement to employees for business related out of pocket expenses incurred in the delivery of services. The bureau handled over 40,000 payments over $10 billion in FY2022.

The Quality Assurance unit reports directly to the Executive Director of the Division of Accounts Payable in ensuring that payments are processed timely and accurately. The Quality assurance team is responsible for analysis, reporting and quality control of the entire Division of Accounts Payable. The Office of Fiscal Operations is recruiting one Associate Staff Analyst to function as the Quality Assurance Supervisor within the Executive Office of BAP.

The Finance Office is recruiting for one (1) Associate Staff Analyst to function as a Quality Assurance Unit Supervisor who will:

- Supervise a team that analyze and create reports to inform managerial decisions for the Division of Accounts Payable.
- Manage the tracking of paid expenses for all three sub-divisions within BAP.
- Communicate with internal and external stakeholders on processes and procedures and liaise across teams to ensure that procedures are consistently and properly maintained.
- Assist in gathering pertinent logistical information and reporting to senior management to meet deadlines.
- Assist in developing visual and information material to stakeholders on agency projects, protocols, and processes.
- Facilitate formal and informal channels of communication with key members to guide workflow.
- Assist the Executive Director with operationalizing day to day functions for staff to ensure that they have necessary resources and support to meet core deliverables.
- Support Executive Director with flow of information regarding process, programs, and procedures and documents for funding.
- Oversee the intracity process and ensure that proper payment and reporting procedures are followed.
- Perform daily desks audit to ensure that payments are processed, and corrective actions are in place to resolve issues as promptly as possible.
- Analyze data and prepare reports to inform managerial decisions.
- Evaluate processes to ensure that BAP follows the Comptroller’s directives, internal policy and procedures within service-level agreements.
- Write/review procedures to identify enhancement and efficiency needs.
- Perform research and analysis to resolve inquiries.
- Perform quality assurance review of vouchers ensuring they are thoroughly reviewed for accuracy and processed, approved, and disbursed within the prescribed period.
- Perform Review/QA to validate and approve requests submitted via FMS/PassPort/PayTrace systems.
- Maintain liaison with DSS/HRA/DHS program offices and outside vendors to resolve issues concerning payments.
- Record invoices and contracts in internal tracking system.
- Provide requested documentation to internal and external auditors for ongoing audits.
- Provide assistance to ancillary units in BAP.
- Assignment of special projects as needed.

Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or

2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above.

3.An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in “1” above.

4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in “1” above.

5.A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in “1” above.


Preferred Skills

- Strong statistic and financial management background. - Thorough knowledge of the Microsoft Suite (Word, Excel, Powerpoint etc.)

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
