The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. The New York City Administration for Children’s Services of Office of Information Technology (OIT) department has the responsibility to provide high quality, reliable, sustainable technology services and support to meet the needs of the families and children we serve through ACS and its vendor partners and other city agencies.
ACS OIT Business Solutions provides IT Project Management and Application Development services to define and deliver IT solutions that meet the specific needs of all ACS divisions. OIT Business Solution staff collaborates with staff across the agency to:
- Conduct a core business analysis of operations and recommend the most appropriate IT Solution(s).
- Provide assistance and guidance through the IT Governance process to receive appropriate approvals for IT initiatives, including procuring vendor agreements (SI contracts and RFPs).
- Provide project management and training for new and upgraded IT applications.
- Develop solutions based on program's requirements.
- Provide support for all applications and fixing issues in a timely manner.
Under general supervision, the Quality Assurance Tester will be responsible for performing the following duties, but not limited to:
- Review and analyze functional requirements to ensure that requirements are testable.
- Work with Business Analysts to get requirement clarifications. Communicate gap, inconsistency, or errors on the functional requirements to the Business Analyst.
- Translate the business functional requirements into high level test scenarios with test estimation, create test plan, and provide test estimates to QA Manager for project scheduling purpose.
- Develop detailed test cases utilizing ALM or Azure DevOps, ensure that tests cover all features of the system (happy path and edge cases), and ensure the complete test-to-requirement coverage.
- Work with the developers to identify and prepare test data needed for the test execution.
- Perform QA software testing including manual functional, web usability, system integration, regression, and backend database validation.
- Perform data validation on the backend Oracle or MS SQL database by writing SQL queries.
- Document software issues on MS Azure DevOps and assist development with concise and detailed steps for duplication of issues found.
- Work collaboratively with project team members to communicate testing progress and status, attend defect triage meeting to prioritize and track defects to closure, discuss project updates and issues to ensure appropriate follow through to resolution.
- Provide weekly status to QA Manager to ensure that work is carried out in accordance with the schedule and testing requirements.

1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or
2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.
In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.
The preferred candidate should possess the following: - Experience and knowledge of government IT systems, particularly legacy systems are preferred but not mandatory. - Fast learner who can work at a high-level with minimal supervision. - Ability to work independently with minimal supervision, work on multiple projects at the same time, and prioritize projects to meet deadlines. - Possess a proactive attitude with the ability to follow through on commitments and understand the importance of deadlines. - Strong attention to detail and ability to analyze detailed business requirements, raise questions, and seek resolution to outstanding clarifications required to test case identification. - Strong communication, interpersonal, organizational, analytical, and problem-solving skills. - Strong knowledge of SQL and database structures, including ability to query data using Oracle and MS SQL Server databases. - A minimum of 3 years of experience with defect tracking software such as ALM and Azure DevOps to manage test builds, prepare test cases, manage test execution, report defects, and communicate defects with project team. - A minimum of 5 years of experience in preparing test estimation, creating test plan, and writing detailed test scenarios and test cases based on business functional requirements. - A minimum of 5 years of experience in performing different types of software testing including web usability, functional, database backend validation, system integration, and regression testing. Familiarity with different types of testing methods and techniques.
