THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $85,998 - $90,000.

THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF PROGRAM EVALUATOR.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

The Division of Policy, Planning and Measurement (PPM) collaborates with every ACS division to guide systems analysis and strategic systems improvement; assure quality of practice at ACS and its provider agencies; professionalize the frontline workforce; bring knowledge into practice; provide research and analytic support; and plan and develop new programs and policies.

For quality assurance and evaluation, PAMS Foster Care and Preventive teams perform a close, structured review of documented casework practice in a statistically valid ample of cases from each contracted provider agency. Performance on PAMS reviews is scored, compiled, and used in the semi- annual and annual Provider Scorecard issued for each program. PAMS reviews identify major gaps in practice which are immediately flagged for corrective action by the provider.

PAMS reviews consist of over 100 questions for each program, which capture compliance with key ACS policies and standards, and assesses the quality of case practice, including supervision and service planning. The unit flags all critical safety and risk issues through alerts in real time and assures follow-up by program.

The Quality Assurance Supervisor will utilize a standardized QA PAMS instrument to evaluate both provider case practice and PAMS reviewer inter-rater reliability as part of the Team’s internal quality assurance process. The QA Supervisor will also assist with compiling information that fulfills internal tracking and reporting requirements and for state and federal oversight agencies.

Reporting to the PAMS Manager the QA Supervisor will be responsible for evaluating contracted provider’s case practice as well as:

- Utilize DYFJ case management practice utilizing a standardized PAMS review tool.

- Compile, analyze and enter performance data into a computerized case record recording system.

- Prepare written reports as part of a feedback loop to alert agencies of unattended safety/risk issues and gaps in practice.

- Support a team in implementing and conducting case practice evaluation tools by providing quality assurance guidance and technical assistance to the team.

- Partner with Team Manager to provide staff training and development; and cover for Team Manager as needed.

Minimum Qualifications

1. A master’s degree from an accredited college or university in social work, economics, finance, accounting, business, personnel or public administration, human resources management, management science, operations research, organizational behavior, statistics, labor relations, psychology, sociology, nursing, counseling, child welfare, political science, urban studies, education or a closely related field, and two years satisfactory full-time professional experience performing quantitative/qualitative statistical analysis in the evaluation of social service programs and/or operations, or utilizing statistical analysis in social service program-level planning. At least one year of this experience must have been in a supervisory, administrative, managerial or consultative capacity or related area; or

A maximum of six semester credits from an accredited college in statistics and/or research methodologies may substitute for up to six months of the experience described in "1" above. However, all candidates must possess the one year of experience in a supervisory, administrative, managerial or consultative capacity, and at least an additional six months of full-time professional experience as described in “1" above.

2. A baccalaureate degree from an accredited college or university in one of the fields listed in "1" above and three years of the full-time satisfactory professional experience described in "1" above, including at least one year of experience in a supervisory, administrative, managerial or consultative capacity or related area.

A maximum of six semester credits from an accredited college in statistics and/or research methodologies may substitute for up to six months of the experience described in "1" above. However, all candidates must possess the one year of experience in a supervisory, administrative, managerial or consultative capacity, and at least an additional six months of full-time professional experience as described in “1" above.

New York City residency is generally required within 90 days of appointment.
