The New York City Housing Authority (NYCHA) is the nation’s largest public housing authority, with an operating budget of $3.3 billion and over 12,000 employees who manage and maintain 335 developments that house about 400,000 residents. NYCHA also operates the country’s largest Section 8 program, which provides rental assistance to about 200,000 additional people.
Reporting to the Director, the Quality Assurance Data Analyst is responsible for a portfolio of business units and works directly with designated business unit liaisons to coordinate and manage compliance efforts within those units. The selected candidate must have specialized knowledge in data analytics and business process redesign operations.
Responsibilities include, but are not limited to the following:
1. Manage a portfolio of Quality Assurance related initiatives in partnership with NYCHA business units.
2. Prepare questionnaires, surveys, and forms for the collection of statistical data.
3. Perform complex and responsible analytical work, special project tasks, ad-hoc analyses, and prepare relevant reports and presentations as assigned.
4. Lead day-to-day project management responsibilities and notify the Director when/if issues arise that require senior management intervention.
5. Collaborate with business liaisons from designated departments to develop and implement Quality Assurance related activities (e.g., business process analysis, procedures, monitoring action plans, IT enhancements).
6. Participate in field investigations and monitoring.
7. Conduct data mining exercises to uncover trends or patterns in complex business and/or construction transactions and workflows that pertain to regulatory compliance, or in response to ad-hoc requests from the Quality Assurance Department.
8. Lead teams from across the Authority on ways to best leverage, utilize, and even establish standards on the use and application of data, data formats, and data analytical tools across projects.
9. Prepare project updates, briefings, reports, presentations, agendas, and materials for internal and external meetings.
10. Identify training and communication needs of NYCHA business units and liaise with NYCHA’s Learning & Development and Communications business units to align strategy.
11. Advise and assist the Director in developing well-informed and operative strategies to maximize Unit and Department effectiveness.

1. A master's degree from an accredited college or university in economics, statistics, finance, management, business administration, public administration, public policy or related field; or
2. A baccalaureate degree from an accredited college or university, including or supplemented by 24 semester credits in one or more of the course areas of economics, statistics,
finance, management, mathematics, business administration, public administration, and public policy, 12 semester credits of which must have been in economics; and one year of satisfactory full-time experience in one or more of the
fields of finance; economic, fiscal or statistical research; policy analysis; or quantitative, business, market or financial analysis. Graduate semester credits in any of the areas described in "1" above may be substituted for the undergraduate
semester credits on the basis that each 3 graduate semester credits may be substituted for 6 of the required undergraduate semester credits.

1. Familiarity with Smartsheet, Basecamp, Lucidchart, Visio, and Projects. 2. Extensive research and writing skills with ability to communicate in different styles and to varied audiences (e.g., memoranda, policies, abstracts, manuscripts, grants, proposals, protocols, presentations, outreach materials, and social media). 3. Experience managing, blending, analyzing, and reporting on quantitative data from multiple sources. 4. Strong analytical skills. Knowledge of crystal reporting, pivot tables/charts, and business intelligent data visualization tools (OBIEE, Tableau, Power BI) a plus. 5. Fluid understanding and working with data management software, geographic information systems (GIS) (CARTO/CARTODB), statistical programs (R) (SAS) (STATA) (SPSS), and relational database systems (SQL, Oracle Business Intelligence). 6. Experience managing high-priority projects and tracking project life-cycles. 7. Experience working collaboratively to develop and execute project plans. 8. Ability to use performance data and quality assurance processes to ensure that the business unit’s work is conducted efficiently, effectively, and in compliance with all rules and regulations. 9. Excellent communication skills with ability to engage and facilitate cooperation among multiple stakeholders. 10. Experience with government procurement processes and procedures. 11. Firm working knowledge of Microsoft Outlook, Word, Excel, PowerPoint, and Publisher.
