The Mayor's Office of Contract Services (MOCS) is a New York City oversight and service agency that manages procurement citywide, from planning and release of agency solicitations to payment of vendors. Annually, agencies procure billions in products and services from a diverse pool of vendors that represent various industries. MOCS therefore aims to ensure that the procurement process remains fair, transparent, efficient and cost-effective.

MOCS makes it easier to do business through use of end-to-end technology tools, increases transparency by publication of enriched data and hosting public hearings, and strengthens procurement operations by providing direct assistance and resources to all stakeholders. MOCS also partners with agencies and vendors to identify areas for policy reform, resulting in ongoing process improvement to reduce administrative burdens and increase the positive impact of services on communities. The MOCS Director serves as the City Chief Procurement Officer.

MOCS team members operate in a collaborative, service-oriented environment, where flexibility and ability to achieve results are valued. College Aides must conduct all duties relevant to their position in their assigned division and demonstrate an advanced level of expertise. All College Aides are expected to deliver timely and quality work products and services, participate in ongoing improvement activities, proactively deepen their knowledge of procurement and government operations, and will use modern technology software and hardware to complete daily duties.

The QA Automation College Aide will gain and strengthen professional skills related to business analysis, software quality assurance, implementation, QA Automation and production support. The QA Automation College Aide will gain practical experience in automated testing and QA processes, expanding your skill set and boosting your career prospects. The QA Automation College Aide will be paired with experienced QA professionals who will guide and support you in your learning journey, helping you initiate and complete tasks effectively.

As part of MOCS’ BA/QA team, the QA Automation College Aide will also gain understanding in relevant areas of procurement, technology, government operations, public policy, and change management.

Responsibilities include:
- Learn and apply various testing methodologies, such as functional, regression, and integration testing, to gain functional experience with the city’s procurement and financial software systems.
- Collaborate with the BA/QA team to design, develop, and execute automated test scripts to identify software defects and ensure functionality meets requirements.
- Design and write efficient automated test procedures to validate new releases.
- Assist in identifying, documenting, and reporting software defects, and verifying their resolution.


Minimum Qualifications

For Assignment Level I:
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school.
For Assignment Level II (Information Technology):
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or closely related field, including or supplemented by 9 semester credits in an acceptable course of study.
For Assignment Level III (Information Technology Fellow):
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or other area relevant to the information technology project(s) assigned, including or supplemented by 9 semester credits in an acceptable course of study. Appointments to this Assignment Level will be made by the Technology Steering Committee through the Department of Information Technology and Telecommunications.

SPECIAL NOTE
Maximum tenure for all Assignment Levels in the title of College Aide is 6 years. No student shall be employed more than half-time in any week in which classes in which the student is enrolled are in session. Students may be employed full-time during their vacation periods.


Preferred Skills

- Excellent writing, technical and interpersonal skills - Ability to interact with all levels of management and public - Basic SQL skills (select, joins, subqueries), preferred but not required. - Basic programming skills, with experience in at least one scripting language such as Python, Java, or JavaScript. Familiarity with automation testing tools such as Selenium, Appium, or Cucumber is preferred but not required. - A passion for technology and a desire to learn and grow in the QA field. - Comfortable handling medium to large data sets in Excel / Power Query - Meet deadlines and work independently while paying close attention to details - Establish relationships quickly and maximize positive team dynamics - Succinctly and effectively communicate verbally and in writing - Distill complex material, present information and make actionable recommendations

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
