The mission of the Bureau of Immunization (BOI) is to prevent the occurrence and transmission of diseases through immunization. The Bureau promotes the immunization of children and adults against numerous diseases such as: Hepatitis B, Measles, Mumps and Rubella, Varicella, Diphtheria, Tetanus, Pertussis, Hemophilus Influenzae Type B, Polio, Influenza and pneumococcal
disease and the Human Papilloma Virus (HPV). The Bureau of Immunization's Fiscal Unit is seeking a strong Contract Specialist II to work with the Fiscal Director to submit contract actions; including but not limited to process contract encumbrances, budget modifications, payments, purchase requisitions, pay contractors and other vendors as invoices are received.

Duties will include but be limited to:
Participate in Request for Proposal (RFP) process, including vendor bids and quotes to ensure Procurement rules are followed;
Prepare and review previous contractor performance evaluations and any adverse information within the City's Procurement and Sourcing Solutions Portal (PASSPort);
Promote increased utilization of City-Certified M/WBE vendors and assist in the requirement of Mayoral and other initiatives related to procurement;
Assist with preparing contract change or modifications;
Utilize Agency and Citywide systems in the processing and approval of procurement actions and contract awards;
Monitor contract actions on a weekly basis;
Provide technical assistance to contractors to facilitate appropriate oversight approvals and clearances;
Ensure timely registration of contracts from time of assignment until registration stage;
Communicate with vendors to request required documents and review submitted documents for completion and compliance with procurement rules and regulations;
Monitor and coordinate purchasing goods and services, review, track and update purchase requisitions and purchase orders;
Prepares daily and weekly fiscal tracking reports;
Identify challenges on contract matters; correspond with program and Agency Chief Contracting Officer (ACCO) unit for rapid resolution;
Will provide additional support to manage grant funding and support the BOI Fiscal Unit;
Maintain and track all contracts and purchase order status report;
Supervise Budget Fund staff;
Participate in monthly contract meetings and provide accurate status of procurement actions;

Service as direct contact and backup for Fiscal Director when needed;
Work on Special Projects as necessary.


Minimum Qualifications

1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in "1"
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in "1", "2" or "3" above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.


Preferred Skills

-Must be familiar with New York City's Contracting process, -Experience with budgets and financial data in a government, nonprofit or human services setting NYC government experience a plus, -Able to respond rapidly and accurately to requests, and work in a high-pressure, time-sensitive environment, -Proficient knowledge of Budgeting and Contracting with New York City, -Must be familiar with New York City's Financial Management System (FMS), -Advanced proficiency with Microsoft Office, particularly advanced knowledge of Excel, -Candidate must have substantial accounting or financial background.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
