The successful candidate will serve as a Network Monitoring Engineer reporting to the Public Safety IT Services Division. Primary responsibilities include the design, implementation, configuration, and maintenance of NetScout and Riverbed solutions within an organization's network infrastructure; and ensure optimal network performance, efficient traffic management, and effective troubleshooting capabilities using these specialized network monitoring and optimization tools.
Key Responsibilities:
Solution Design and Implementation: Design and implement NetScout and Riverbed solutions tailored to the organization's network requirements. Collaborate with network architects and other IT teams to integrate these tools into the existing network infrastructure. Ensure proper configuration and integration with network devices, servers, and applications.
Network Monitoring: Configure and manage NetScout appliances and software components to monitor network traffic, application performance, and end-user experience. Monitor network devices, links, and applications to identify performance bottlenecks, anomalies, and potential security threats. Create and customize monitoring policies, thresholds, and dashboards.
Performance Optimization: Utilize Riverbed technologies, such as WAN optimization controllers (WOCs) and application acceleration solutions, to improve network performance, reduce latency, and optimize bandwidth utilization. Configure and fine-tune Riverbed appliances based on specific application requirements and network conditions.
Troubleshooting and Analysis: Utilize NetScout tools, including packet analyzers, to perform in-depth network and application troubleshooting. Analyze captured packets and perform protocol-level analysis to identify the root causes of performance issues, network congestion, or application slowdowns. Collaborate with network and application teams to resolve issues promptly.
Reporting and Documentation: Generate regular reports and performance metrics using NetScout and Riverbed tools. Document configurations, changes, and troubleshooting procedures to maintain accurate records and knowledge base. Provide clear and concise reports to management and stakeholders, highlighting network performance, optimization results, and recommendations for improvements.
Capacity Planning: Perform capacity planning exercises using NetScout and Riverbed data to anticipate future network requirements. Assess network capacity, predict traffic patterns, and recommend infrastructure enhancements to support business growth and evolving application needs.
Vendor Management: Coordinate with NetScout and Riverbed vendors for software upgrades, license management, and technical support. Stay updated with the latest product releases, patches, and bug fixes. Collaborate with vendors to troubleshoot complex issues and implement recommended solutions.
Collaboration and Training: Collaborate with network engineers, system administrators, and application teams to share knowledge, best practices, and recommendations for network optimization. Provide training and guidance to IT staff on NetScout and Riverbed tools, features, and functionalities.
HOURS/SHIFT
Day - Due to the necessary technical duties of this position in a 24/7 operation, candidate may be required to work various shifts such as weekends and/or evenings.

A baccalaureate degree from an accredited college including or supplemented by 24 credits in the field of voice and/or data telecommunications or in a pertinent scientific, technical, electronic or related area, and four years of satisfactory fulltime experience in the performance of analytical, planning, operational, technical, or administrative duties in a voice and/or data telecommunications or closely related electronics planning, management, and/or service organization, one year of which must have been in a highly specialized capacity and 18 months must have been in an executive, managerial, or administrative capacity or in the supervision of staff performing work in the voice and/or data telecommunications field; or
2. An associate degree from an accredited college including or supplemented by 12 credits in the field of voice and/or data telecommunications or in a pertinent, scientific, technical, electronic or related area and five years of experience as described in "1" above; or
3. Education and/or experience equivalent to "1" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and one year of the specialized experience as described in "1" above and must possess the 18 months of executive, managerial, administrative or supervisory experience as described in "1" above.
As a NetScout and Riverbed Engineer, you play a critical role in ensuring optimal network performance and application delivery. Your expertise in deploying and managing NetScout and Riverbed solutions enables efficient monitoring, troubleshooting. The successful candidate should possess the following: - Strong experience required (5-8 years) in event/fault and performance monitoring. - Strong knowledge of network protocols, architectures, and technologies (TCP/IP, SNMP, WAN, LAN, etc.). - Experience in designing, implementing, and managing NetScout and Riverbed solutions. - Proficiency in configuring and managing NetScout appliances, such as nGeniusONE and InfiniStream, NetScout Pulse. - Familiarity with Riverbed technologies, including SteelHead, SteelCentral, and SteelFusion. - Solid understanding of network performance monitoring, application visibility, and WAN optimization concepts. - Experience with network troubleshooting and packet analysis using tools like Wireshark. - Strong analytical and problem-solving skills. - Excellent communication and collaboration skills. - Ability to work effectively in a team-oriented environment. - Relevant certifications such as NetScout Certified Master (NCM) or Riverbed Certified Solutions Professional (RCSP) are a plus.
