The PRP Engineering Team is responsible for managing and coordinating the implementation of simple and complex pedestrian ramp contracts, the design of pedestrian ramps, technical design review of infrastructure projects, assessment of ADA compliancy, reviewing of technical infeasibility documentation, and providing technical training in ADA compliance and design standards to inspectors, contractors, in-house teams, and other stakeholders. Working closely with the Engineering Director, the Senior Engineer will assist to ensure the legal obligations outlined in the city's Pedestrian Ramp settlement agreement are met by ensuring the successful execution of pedestrian ramp projects and ensuring that other infrastructure projects fulfill their pedestrian ramp requirements.
The Division of Sidewalk & Inspection Management (SIM) is responsible for maintaining 12,750 miles of sidewalk and more than 185,000 corners throughout the city. The Pedestrian Ramp Program (PRP), a unit within SIM, is committed to providing pedestrian (curb) ramps citywide that meet applicable accessibility laws and guidelines. Pedestrian ramps are a critical component in providing safe and accessible means of travel throughout New York City. Pedestrian ramps provide access on and off our streets and sidewalk and are an essential tool for all pedestrians, especially aging New Yorkers and people with disabilities.
PRP is seeking an experienced, motivated and detail-oriented Senior Manager/Engineer to join a fast-paced, collaborative, and innovative engineering team. The Senior Manager/Engineer will participate in a leadership role guiding a group of engineers and project managers in executing the functions of the engineering team. The PRP Engineering Team is responsible for:
- Evaluating existing pedestrian ramps
- Developing accessible, ADA-compliant design solutions, including geometric layout and grading.
- Reviewing project plans for compliance with the ADA and applicable standards.
- Coordinating with internal DOT units, external agencies, contractors, consultants, vendors, and members of the public to ensure successful implementation of accessibility requirements.
- Identifying and resolving design issues, answering accessibility-related questions and assessing technical infeasibilities
- Conducting and participating in site visits related to pedestrian ramps design and construction.
- Managing pedestrian ramp contracts throughout the project life cycle.
- Overseeing the preparation of the project scope
- Conducting initial and recurring evaluation of project budgets
- Monitoring and assessing project schedules
- Identifying risks and implementing mitigation strategies to support successful project completion.
The Senior Manager/Engineer will be responsible for reviewing work completed by engineering staff, reviewing, and approving technical infeasibility documentation, and assessing ADA compliance of pedestrian ramps and other elements of pedestrian facilities both in the office and in the field. The Senior Manager/Engineer will assist in the development of agency policies regarding accessibility and pedestrian ramps, maintaining and revising design standards, contracts, and specifications.
CONSTRUCTION PROJECT MANAGER - 34202
1. A four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization, and five years of full-time satisfactory experience managing and/or inspecting one or more construction projects which must have a total cost of at least $300,000 for each of the five years of the required experience; or
2. One year of the experience as described in “1” above and a baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), in engineering, engineering technology, architecture, architectural technology, landscape architecture, construction, construction technology, or construction management; or
3. One year of the experience as described in “1” above and a valid license as a professional engineer, registered architect, or registered landscape architect, issued by a board of examining engineers, architects, or landscape architects duly established and qualified pursuant to the laws of any state or territory of the United States; or
4. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization, and a combination of at least two years of experience as described in “1” above and the education as described in “2” above to equal a total of five years of education and experience. Matriculation in an undergraduate college degree program as described in “2” above may be substituted for experience on the basis of 30 semester credits for one year of satisfactory full-time experience up to a maximum of three years of experience.
Note: Candidates must specify for each construction project they worked on: a description of the construction project, the time period they worked on the construction project, and the type of work they performed. Candidates must also specify the money allotted for the project.
Driver License Requirement: At the time of appointment to this position, you must have a motor vehicle driver license valid in the State of New York. If you have moving violations, license suspension or an accident record, you may be disqualified. This license must be maintained for the duration of your employment.
5. For Assignment to Level II, In addition to meeting the "Qualification Requirements" above, candidates must have one additional year of satisfactory full-time experience working in Assignment Level I; or one additional year of satisfactory full-time experience as described in "1" above.
6. For Assignment to Level III, in addition to meeting the Qualification Requirements for Construction Project Manager, candidates must have two additional years of satisfactory full-time experience working in Construction Project Manager Assignment Level I and II; or two additional years of satisfactory full-time experience as described in question "1" above and possess a motor vehicle driver license valid in the State of New York which must be maintained for the duration of employment noting that if you have moving violations, license suspension or an accident record, you may be disqualified.
The candidate should possess strong technical and managerial skills and have experience in a fast paced, large, complex organization, and possess the ability to prioritize, work effectively under pressure, meet competing deadlines, and work cooperatively with other departments, Government Agencies, elected officials, and the public. Expert knowledge in street reconstruction, design reviews, site grading, accessible design, project scoping and estimating, project management experience is preferred. The candidate should also possess excellent verbal, writing and analytical skills.
