NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

Property Valuation and Tax Mapping is responsible for valuing more than one million properties in the city and overseeing assessments and valuations in a fair and equitable manner. The valuations enable the efficient and effective collection of property tax revenues for New York City.

Property Field Central implements new strategies, creates more effective workflows, and increases operational efficiency. Property Field Central manages the valuation inventory, provides reports and statistical output to senior management, coordinates new hire training, ensures staff certification, manages special projects, and provides data to various business units and its external clients.

An excellent opportunity is available in the Property Field Central unit to serve as a Property Data Analytics Specialist, performing a variety of reporting, analytical, and project-related tasks. Reporting to the Senior Director of the Property Field Valuation, the selected candidate will be responsible for, but not limited to, the following:

- Provide analytical support to the Senior Director and senior management; produce weekly productivity reports throughout the valuation and post-tentative roll seasons.
- Provide weekly market value trend report throughout the valuation and post-tentative roll which presents view into the volatility within a major building class by way of percentile distributions.
- Perform research and data analysis related to property valuation; this may include producing neighborhood profiles, conducting analysis on housing/commercial building stock, land use and economic data, assessment and tax revenue trends and outliers.
- Develop a tracking system to record staff members who attend the International Association of Assessing Officers (IAAO) training and ensure staff complete the New York State certification requirements timely.
- Respond to requests for data reports of significant complexity under tight deadlines and produce canned reports for both the vision application as well as PTS, training other staff to run reports as needed.
- Provide critical support for special projects and the roll out of new technology. This may include special inspections, providing on-site support to supervisors and assessors related to new valuation techniques and desktop review tools.
- Responsible for researching valuation, review, and other workflow issues and responding to external inquiries related to valuation.
- Liaise with Quality Assurance, Property Analytics, Geospatial Data Intelligence, and other units on operations issues.
- Partner with subject matter experts and other unit contributors to assist in updating the Guide to Assessment Policies and Procedures for the new assessment roll season.
- Assist other business units with special projects as needed.


Minimum Qualifications

Level I

1. A master’s degree from an accredited college or university in social science, economics, statistics, computer science, data analysis, geography, sciences, technology, engineering, mathematics (STEM), or a closely related field, with at least 12 credits or five courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.

2. A baccalaureate degree from an accredited college or university as described in “1” above and two years of full-time, professional experience performing statistical analysis and programming work in any of the areas described in “1” above.

Level II

1. A master’s degree from an accredited college or university in social science, economics, statistics, computer science, data analysis, geography, sciences, technology, engineering, mathematics (STEM), or a closely related field, with at least 12 credits or five courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.

2. A baccalaureate degree from an accredited college or university as described in “1” above and two years of full-time, professional experience performing statistical analysis and programming work in any of the areas described in “1” above.

Special Note:

To be eligible for placement in Assignment Level II, individuals must have, in addition to meeting the minimum requirements, at least one year full-time work experience in a related field, or a master’s degree from an accredited college or university, in the areas described in “1” above, with at least 12 credits or three advanced courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography, or computer science."

Level III

1. A master’s degree from an accredited college or university in social science, economics, statistics, computer science, data analysis, geography, sciences, technology, engineering, mathematics (STEM), or a closely related field, with at least 12 credits or five courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.

2. A baccalaureate degree from an accredited college or university as described in “1” above and two years of full-time, professional experience performing statistical analysis and programming work in any of the areas described in “1” above.

Special Note:

To be eligible for placement in Assignment Level III, individuals must have, in addition to meeting the minimum requirements of Level II, at least three years full-time work experience in a related field, or a Doctorate degree from an accredited college or university, in the areas described above, with at least 12 credits or three advanced courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.


Preferred Skills

- Degree in Public Policy and Administration, Tax Policy, City Planning, Urban Planning, or related field. - 2-3 years of Experience in Public Policy and Administration, Tax Policy, City Planning, Urban Planning, or related field. - Experience using statistical data software/programs (SAS, SPSS, STATA, etc.) - Knowledge of land use, local government operations, property valuation and/or taxation and policy. - Ability to work independently and good judgment for decision making. - Strong interpersonal and team-work skills. - Proficient in Microsoft Suite (Word, Excel, PowerPoint, SharePoint, Access, etc.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
