NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

The Property Exemptions Administration (PEA) oversees and executes property tax benefits for a diverse array of entities and individuals. PEA’s core responsibilities encompass the examination, processing, and management of applications for exemptions and abatements. These benefits extend to commercial and industrial properties, residential multi-family construction, new one- to two-family construction, government entities, and non-profits, as well as renters and homeowners, including members of the clergy, seniors, people with disabilities, and veterans. PEA is committed to ensuring the accessibility of property tax benefits for all eligible constituents.

An excellent opportunity is available in the Assistant Commissioner's Team to serve as Property Business Analyst, performing a variety of reporting, analytical, and project-related tasks. Reporting to the Director of Operations, the candidate will perform data analysis, reporting, and operational research to support the processing of property tax exemptions and abatements and responding to customer inquiries. Job responsibilities include, but are not limited to:

- Perform data analysis and produce scheduled productivity reports to monitor Property Exemptions Administration performance during application processing periods.
- Conduct trend analysis and develop insights into operational patterns throughout peak processing seasons.
- Perform research and data analysis related to property exemptions, including generating neighborhood or other specific profiles and housing/commercial stock insights.
- Develop and maintain databases to track staff training completion and cross-training metrics for operational efficiency.
- Create and maintain customized and canned reports using statistical tools (e.g., Python, SAS, SPSS) for internal and external stakeholders.
- Support the development and integration of new technologies and workflow automation tools.
- Collaborate with teams such as Data Analytics & Program Evaluation, Program Managers, SMEs and the Training Unit to address operational challenges.
- Analyze workflow issues, identify bottlenecks, and propose data-driven solutions for process improvements.
- Utilize GIS tools (e.g., mapping software) for spatial data analysis related to property exemptions administration and policy implementation.
- Support ad hoc data analysis requests and assist other property business units on special projects as needed.

Minimum Qualifications

Level I

1. A master’s degree from an accredited college or university in social science, economics, statistics, computer science, data analysis, geography, sciences, technology, engineering, mathematics (STEM), or a closely related field, with at least 12 credits or five courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.

2. A baccalaureate degree from an accredited college or university as described in “1” above and two years of full-time, professional experience performing statistical analysis and programming work in any of the areas described in “1” above.

Level II

1. A master’s degree from an accredited college or university in social science, economics, statistics, computer science, data analysis, geography, sciences, technology, engineering, mathematics (STEM), or a closely related field, with at least 12 credits or five courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.

2. A baccalaureate degree from an accredited college or university as described in “1” above and two years of full-time, professional experience performing statistical analysis and programming work in any of the areas described in “1” above.

Special Note:

To be eligible for placement in Assignment Level II, individuals must have, in addition to meeting the minimum requirements, at least one year full-time work experience in a related field, or a master’s degree from an accredited college or university, in the areas described in “1” above, with at least 12 credits or three advanced courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography, or computer science."

Level III

1. A master’s degree from an accredited college or university in social science, economics, statistics, computer science, data analysis, geography, sciences, technology, engineering, mathematics (STEM), or a closely related field, with at least 12 credits or five courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.

2. A baccalaureate degree from an accredited college or university as described in “1” above and two years of full-time, professional experience performing statistical analysis and programming work in any of the areas described in “1” above.

Special Note:

To be eligible for placement in Assignment Level III, individuals must have, in addition to meeting the minimum requirements of Level II, at least three years full-time work experience in a related field, or a Doctorate degree from an accredited college or university, in the areas described above, with at least 12 credits or three advanced courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.


Preferred Skills

- Degree in Public Policy, Economics, Urban Planning, Data Analytics, or a related field. - 2-3 years of experience in data analysis, property tax administration, or related fields, including internships. - Proficiency with statistical software/programs (e.g. SAS, SPSS, Python, or equivalent). - Experience with data visualization tools, like Power BI and Tableau for interactive dashboards, KPI monitoring, and data visualization. - Strong problem-solving skills and ability to work independently under tight deadlines. - Excellent communication skills for presenting data findings to diverse stakeholders. - Advanced proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, SharePoint). - Familiarity with geospatial analysis and map-based reporting tools, like ArcGIS and folium is a plus.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
