Job Description
The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 9,000 diverse professionals and knowledgeable experts.
The NYC Department of Corrections seeks a Project Manager to assist in managing Planning, Design and Construction for the NYC DOC system. As the Project Manager at NYC DOC, the selected candidate will help the Director and Senior Director to coordinate and manage all facility development projects activities from inception to completion. The Project Manager is responsible for ensuring municipal and state approvals required for all new construction and renovation of existing facilities are filed in a timely manner. The Project Manager is responsible for overseeing the adherence to applicable regulatory codes, including all regulatory standards, providing planning, design and construction guidance and information during the development of departmental business plans and manages all consultants. The Project Manager will also support leadership and will be required to develop concepts and plans for facility growth or change in service as well as capital upkeep and replacement. This individual will oversee necessary design, consultant and construction contracts to progress design and construction and ensure coordination with the various facilities. This position is intended to support all physical plant construction, renovation, restoration, and major repair programs at any facility associated with NYC DOC operations. Ideal candidate will have demonstrated expertise in building systems and construction methods specifically in the health care clinic environment.
General tasks and responsibilities will include:
-Assist to develop technical procurement strategies and documentation
to inform Supply Chain and legal and launch any necessary projects.
-Assist to manage the day-to-day operations of the design and construction
teams assigned to projects including in-house project managers, design
firms, construction management firms and contractors. Manage projects
through development of architectural and engineering design drawings,
construction documents, procurement, construction bid and award,
construction RFPs, construction, and close out.
-Assist to manage the construction process for new construction, major
renovations, minor construction, and special projects. Interface with
in-house and external architects and construction management firm
and contractors as necessary.
-Assist to coordinate with end users, senior management, and others
on the project team to determine project goals and priorities. Review
overall project scope of work and provide constructability and project
management expertise.
-Assist to review existing conditions noting utilization, adjacencies,
square footages, and utilities and provide design review and support
necessary for the proposed project.
-Participate in Project Meetings (i.e. planning, scheduling, progress,
coordination, constructability, biding and procurement, and
construction meetings). Provide overall program management for
portfolio of work.
-Assist in the development of project budgets, development of CP
documentation, cost estimates, creating requisitions and work orders,
and project schedules.
-Assist to review and approve construction documents prior to bidding
for constructability issues and to insure they meet NYC DOC standards.
-Assist procurement with competitive bidding process for construction
services. Negotiate with contractors and subcontractors if necessary.
Review bids and participate in the award process.
-Assist to ensure that pre-construction risk assessments including
interim life safety measures and
-if necessary that infection control risk assessments are performed.
-Assist to manage and coordinate contractors performing construction
and ensure projects stay on time and on budget.
-Assist to track progress of construction and coordinate activities with
contractors, plant operations & maintenance, fire safety, hospital police,
furniture vendors and end users.
-Assist to ensure contractor's compliance with construction documents
and contracts, insurances, bonds and ensures that hospital policy and
procedures are followed.
-Assist to review and approve all invoices and requests for change orders.
-Assist to ensure that Close Out of projects including coordinating punch
lists with design team are completed. - Other duties as assigned and
necessary during emergencies and/or disasters.
ALL CANDIDATES MUST BE PERMANENT IN THE TITLE OF CONSTRUCTION PROJECT MANAGER OR MUST HAVE TAKEN AND PASSED EXAM #0169.
1. A four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization, and five years of full-time satisfactory experience managing and/or inspecting one or more construction projects which must have a total cost of at least $300,000 for each of the five years of the required experience; or
2. One year of the experience as described in “1” above and a baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), in engineering, engineering technology, architecture, architectural technology, landscape architecture, construction, construction technology, or construction management; or
3. One year of the experience as described in “1” above and a valid license as a professional engineer, registered architect, or registered landscape architect, issued by a board of examining engineers, architects, or landscape architects duly established and qualified pursuant to the laws of any state or territory of the United States; or
4. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization, and a combination of at least two years of experience as described in “1” above and the education as described in “2” above to equal a total of five years of education and experience. Matriculation in an undergraduate college degree program as described in “2” above may be substituted for experience on the basis of 30 semester credits for one year of satisfactory full-time experience up to a maximum of three years of experience.
Note: Candidates must specify for each construction project they worked on: a description of the construction project, the time period they worked on the construction project, and the type of work they performed. Candidates must also specify the money allotted for the project.
Driver License Requirement: At the time of appointment to this position, you must have a motor vehicle driver license valid in the State of New York. If you have moving violations, license suspension or an accident record, you may be disqualified. This license must be maintained for the duration of your employment.
5. For Assignment to Level II, In addition to meeting the "Qualification Requirements" above, candidates must have one additional year of satisfactory full-time experience working in Assignment Level I; or one additional year of satisfactory full-time experience as described in "1" above.
6. For Assignment to Level III, in addition to meeting the Qualification Requirements for Construction Project Manager, candidates must have two additional years of satisfactory full-time experience working in Construction Project Manager Assignment Level I and II; or two additional years of satisfactory full-time experience as described in question "1" above and possess a motor vehicle driver license valid in the State of New York which must be maintained for the duration of employment noting that if you have moving violations, license suspension or an accident record, you may be disqualified.
