NYCERS is in search of a project management professional to take on the role of Project Manager within the Enterprise Project Management Office (EPMO). In this position, you will be responsible managing Projects, plus related tasks assigned by the direct line Project Portfolio Manager, as well as other Project Portfolio Manager(s) based on the overall EPMO project priorities. The successful candidate will ensure approved projects proceed and reach completion according to plan and help the project team deliver expected benefits. The project manager will contribute to and uphold both the existing and newly developing EPMO governance framework. To ensure successful job performance, this role demands working knowledge of project management practices, flexibility to take on tasks as assigned, ability to navigate conflict, a can do’ attitude, and a mindset to contribute to and support change.

Primary Responsibilities:
- Collaborates with Project Sponsors, Business Analysts, and other SMEs to identify goals and scope of projects
- Communicates effectively with stakeholders and promotes stakeholder involvement
- Leads project planning activities and directs the creation, approval, and ongoing effective Change Control of the project plan
- Plans and documents project tasks
- Tracks all resources required to complete the project
- Manages to project priorities and performs risk management
- Ensures deliverables are delivered on time, including recognizing and surfacing problems / potential problems, articulating those problems, and bringing the right people together to solve those problems, knows / documents when problems have been properly addressed and closed – all with the appropriate sense of urgency the problem requires
- Eliminates blockers and potential risks; otherwise escalates
- Communicates project status to the project team, leadership, and clients
- Drives ownership for decision-making to the level where the accountability of that decision lies
- Maintains project artifacts
- Mentors project members as teacher / helper
- Promotes good working relationships within the project team and dependencies

Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.


Preferred Skills

- Minimum of five (5) years’ experience as a Project Manager preferred - Project Management Professional (PMP) certification preferred but not required - Demonstrated understanding of the PMI PMBOK Project Management Life Cycle and its related concepts preferred - Demonstrated experience or understanding of the Software Development Lifecycle methodologies: Waterfall, Agile, COTS preferred - Able to multi-task, be pro-active in project planning and requirements gathering, set and maintain multiple priorities - Proficient at managing time and resources - Excellent interpersonal skills including negotiation, conflict resolution, and customer service - Outstanding written and verbal communication - Critical thinking and problem-solving skills - Detail-oriented - Experience with Change Control and Release Management preferred - Expertise with MS-365 software tools, Microsoft Excel, Visio, and PowerPoint - Proven experience using popular project management tools such as Planview, Kanban board, Sensei, Microsoft Project preferred

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
