Job Description

The Department of Social Services (DSS) is comprised of the administrative units of the NYC Human Resources Administration (HRA) and the Department of Homeless Services (DHS). Through integrated management for HRA and DHS, client services can be provided more seamlessly and effectively. The City leverages shared services functions across agencies, which results in better day-to-day management and building an integrated mission across agencies.

Within DSS, the Office of Business Process Innovation (BPI) works with internal and external partners to develop process innovations and implement priority policies with the support of technology, with the goal of improving service delivery for DSS clients and creating efficiency and improved user experience for staff. BPI serves as a liaison between business/program areas and DSS IT staff and/or contracted vendors who build the technology, ensuring that business needs are met, and that development work is completed to the highest standard.

Business Process Innovation is responsible for solutions for Agency systems and business practices, oversees the change management effort to implement new business processes and Agency operations, and manages several large-scale projects with the focus on modernizing agency business process, while improving efficiency and enhancing program integrity.

The Office of Business Process Innovation (BPI) is recruiting for one (1) City Research Scientist I to function a Project Manager, who will:

- Conduct appropriate planning analysis and research projects to support and enhance agency and program initiatives. Identify relevant issues and/or projects conducive to research or evaluations which are designed to provide policy alternatives for decision makers. Perform routine and advanced policy and program analyses based upon data techniques, and research methodologies.

- Contribute to the design and management of sophisticated and complex management planning projects to support the effectiveness and/or efficiency of program redesign

- Research and utilize program data and administrative data to manage project development and implementation within agency program areas; provide technical support to assess the fiscal/social impact of proposed administrative program and policy changes; and recommend changes in existing issues / resources needs for the agency.

- Implement policy analysis and planning projects; design, and prepare project plans, table, charts and graphs to track project milestones, including for new initiatives, or re-designs or process improvements of existing programs or services.

- Draft written reports and briefs on policy issues, research findings and recommendations; meet with representatives of DSS/HRA/DHS Program areas and other City and governmental agencies to discuss policy and planning initiatives.

- Assist in the conducting of policy analysis and briefing for the Commissioner, Executive and Senior staff.

Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.


Preferred Skills

- Experience with project planning, business process improvement activities, and analyses. - Knowledge of MS Office - Experience interpreting federal rules and regulations.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
