The Administration for Children's Services (ACS) protects and promotes the safety and well-being of New York City's children and families by providing child welfare, juvenile justice, and early care services. The New York City Administration for Children’s Services of Office of Information Technology (OIT) department has the responsibility to provide high quality, reliable, sustainable technology services and support to meet the needs of the families and children we serve through ACS and its vendor partners and other city agencies. ACS OIT Business Solutions provides IT Project Management and Application Development services to define and deliver IT solutions that meet the specific needs of all ACS divisions. OIT Business Solution staff collaborates with staff across the agency to:
- Conduct a core business analysis of operations and recommend the most appropriate IT Solution(s).
- Provide assistance and guidance through the IT Governance process to receive appropriate approvals for IT initiatives, including procuring vendor agreements (SI contracts and RFPs).
- Provide project management and training for new and upgraded IT applications.
- Develop solutions based on programs requirements.
- Provide support for all applications and fixing issues in a timely manner.
Under supervision of the Director of Project Management, the Project Manager (PM) will receive project management assignments and will be required to adhere to the established Project Management Office (PMO) standards, procedures and guidelines when performing this assigned work. The PM will need to have strong technical and communication skills working on technical projects related to software development. We encourage innovation, creativity, and a think outside of the box attitude when solving complex problems and implementing new solutions.
The specific duties include but not limited to:
- Develop project plans and manage ongoing projects.
- Develop rollout plans and oversee deployment into production, including developing a support plan.
- Utilize project management tools including, but not limited to: Project Charters, Gantt Charts, Scope Statements, Issue Logs, Risk Management Plans, and Stakeholder Analyses.
- Lead and participate on inter- and intra- divisional project teams on an ongoing basis.
- Collaborate regularly with stakeholders to track progress, identify risks, and recommend operational strategies and solutions.
- Collaborate with stakeholders including other City agencies and vendors, as necessary.
- Develop and use work aids, guides, manuals such as process descriptions, checklists, templates and guides to assist staff to implement defined processes.
- Ensure quality and timeliness of project deliverables.
- Understand business requirements and translate them into specific software requirements.
- Document proposed system recommendations and lessons learned suggested during conferences and relate them to agency-wide projects.
- Establish systems for tracking the implementation and progress of systemic recommendations by the various divisions.
- Adhere to established City and other regulatory rules and regulations.
- Evaluate whether any internal applications or products can meet client’s IT need and conduct space market research to evaluate available COTS solutions. Recommend a best fit IT solution.
- Oversee the Business Analysis process.
- Execution of project from start to finish.
- Meet with key stakeholder to understand current operations.
- Handle change request management, budgeting, and risk issues in all phases of the project life cycle.
- Provide status reports and conduct weekly meetings with all key stakeholders.
- Be an interface between technology teams, support teams, and business units

1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or
2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.
In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.
The preferred candidate should possess the following: - 3 years of experience in a role as an IT Project Manager leading complex, enterprise-wide technical and/or business initiatives. - A minimum of 3 years of experience with managing SDLC Waterfall and/or Agile methodology projects. - A minimum of 3 years of experience creating project management artifacts project charter, project plan, timelines (MS Project or other project management software), requirements documents, project and resource planning, deployment plans, support plans, conversion plans. - 2 years' experience gathering requirements, business analysis, use cases and creating functional requirements documents. - Experience managing web-based applications especially.NET and java web-based solutions using SQL Server 2012 and above, MS Dynamics 365 experience is a plus. - A minimum of 1 year experience in vendor management. - A minimum of 3 years experience using Portfolio and Project Management Systems (MS Project Online is a plus). - Proficiency in MS Office software (Project, Power point, Excel, Visio) - Results-oriented, a fast learner and accepting of change. - Highly organized and self-directed. - Ability to conduct user training. - Excellent written, verbal communication skills with exceptional presentation abilities to senior management and other key stakeholders. - Ability to prioritize and multi-task effectively under tight deadlines. - Experience working with City of New York agencies is a plus but not mandatory.
