The New York City Housing Authority (NYCHA) is the nation’s oldest and largest public housing authority with more than 168,000 apartments and over 370,000 residents. NYCHA’s mission is to provide quality housing for New Yorkers that is sustainable, inclusive, and safe, while fostering opportunities for economic mobility. NYCHA also administers a citywide Section 8 leased housing program that serves over 200,000 tenants.

Reporting to the Deputy Director and Senior Project Manager within the Planning & Project Management Division (“PPMD”), the Project Manager will provide end-to-end project management to support implementation of key projects and initiatives that are a priority for NYCHA. This includes: executing initiatives; identifying risks and working proactively to mitigate risks; develop and implement business process redesign and change management; create and manage communication plan and training to support process changes; review and amend policies and procedures accordingly; and work with stakeholders to manage the implementation of high priority departmental projects, liaise with all NYCHA departments, and coordinate and follow up on requests, projects and assignments.

The Project Manager will be an effective communicator and a results-oriented problem solver who leads and tracks diverse management teams. The Project Manager responsibilities include, but are not limited to the following:

1. Coordinate projects under the purview of Operations; this includes gathering business requirements, testing applications, hosting workgroup meetings, and tracking tasks and
progress. Provide subject matter expertise to the team, managing large databases (Excel, Access, and other formats); ability to employ data to interpret information that is collected in the field
into a series of recommended actions.
2. Ensure Operations lead projects are executed in accordance with the established NYCHA policies and procedures, and any federal, state, and/or city laws or regulations.
3. Assess and identify problems accurately and in a timely manner, evaluate and recommend solutions with realistic objectives and time frames.
4. Prepare project updates, briefings, presentations, agendas, and project materials for internal and external meetings.
5. Determine and coordinate activities required between the persons, agencies and department responsible for project completion.
6. Interface with various stakeholders on all levels, including executive, senior management, line staff, residents, and third parties.
7. Liaise between various departments within the Housing Authority to communicate and coordinate Operational change implementation strategies and ensure uniformity throughout Operations.
8. Solicit feedback from the leadership team to identify gaps and propose corrective action plans, including mechanisms to evaluate progress; ensure that lessons learned are accurately
documented and fully incorporated into policy and new initiatives.
9. Aid in strategic planning, guidance, oversight, and tracking for various operations initiatives.
10. Spearhead and participate in special projects as needed.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Self-starter: Possesses interest and ability in learning new business processes and regulations has prior experience with ambiguous, challenging projects. 4. Data Driven: Experience with manipulating data in Excel, Smartsheet, and/or other similar database tools. Ability to manage, blend, analyze, and report on quantitative data from multiple sources. Able to effectively roadmap operational changes through the use of Visio and/or Lucid Chart. 5. Detail-oriented: Reviews every comma, every equation, every anecdote, and every idea, so that every piece of work stands on a strong foundation. 6. Discrete: Acts and speaks with discretion, acknowledges that much of the work we do is sensitive and must respect many kinds of stakeholders balances caution and conservatism with values of transparency. 7. Minimum three years’ experience in operational and/or organizational changes.
