PROGRAM AND JOB DESCRIPTION:
The New York City Department of Health and Mental Hygiene (NYC DOHMH)'s Bureau of Hepatitis, HIV, and Sexually Transmitted Infections (BHHS) oversees the City's response to viral hepatitis, HIV, and sexually transmitted infections (STIs). Its mission is to improve the lives of New Yorkers by ending transmission, illness, stigma, and inequities related to viral hepatitis, HIV and sexually transmitted infections. BHHS does this through testing initiatives; prevention, care, and treatment programming; epidemiology and surveillance; training and technical assistance; community engagement; social marketing; policy advocacy; and racial equity and social justice initiatives.
The Viral Hepatitis Program conducts routine and enhanced surveillance, and develops and implements programs and projects to prevent, manage and treat hepatitis B and C in New York City.
The Project Manager for Enhanced Surveillance - Perinatal Hepatitis C will oversee activities related to perinatal hepatitis C surveillance, case investigations and linkage to care. This will involve learning about and staying abreast of testing and treatment guidelines, epidemiological trends and literature, review of medical chart and laboratory data, supervising and training one staff or intern, collaborating and communicating with other units within NYC DOHMH and external partners and funding agencies and participating in all viral hepatitis surveillance related quality assurance and analyses as needed.
You will oversee enhanced surveillance activities for perinatal hepatitis C, investigations and linkage to care, supervise and train one staff or intern, review medical chart information and laboratory collaborate and communicate with stakeholders, ensure timely reporting, and participate in viral hepatitis surveillance quality assurance and analyses.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
Manage and oversee Perinatal Hepatitis C Surveillance: Prepare datasets and ensure data are submitted to the CDC for grant reporting and deliverables are provided in a timely manner.
Review cases and ensure linkage to care and testing guidelines are provided.
Monitor and review cases <36 months of age reported with a positive hepatitis C test to identify cases of perinatal hepatitis C. Perform perinatal hepatitis C analyses using detailed, written protocols and associated tools, such as interview instruments or chart review tools.
Support and enhance program capacity for viral hepatitis B and C surveillance activities: Conduct quality assurance on hepatitis surveillance electronic reporting data.
Monitor and improve the quality of hepatitis B and C data in the health department's surveillance system (Maven). Additional data cleaning, management and analysis as needed, specially using SAS.
Participate and lead viral hepatitis surveillance studies and analyses.
Work collaboratively with all levels of staff involved in projects as needed.
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
Master's degree in public health or a related field. In-depth understanding of surveillance systems, including evaluation of evaluating surveillance systems and quality assurance protocols to for maintenance. Experience conducting communicable disease case investigations and/or patient navigation. Proficiency in using SAS for data management and analysis. Familiarity with REDCap for data collection and reporting. Exceptional candidates will have experience working in hepatitis or other communicable disease surveillance and an understanding of epidemiological methods.
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
