Job Description

The Human Resources Division for Citywide Services, Fleet & Signs Administration plays a critical role in supporting this mission by recruiting top talent, fostering employee well-being, and ensuring a fair and professional work environment for our diverse and dedicated team.

Major Responsibilities
- Under general supervision, with latitude for independent initiative and judgement, work closely with the Chief and Deputy Chief of Administrative Services to deliver high-quality Human Resources services and programs.
- Support managers and staff in talent acquisition/recruitment, onboarding, performance management, workforce planning and employee relations.
- Organize and contribute to employee wellness and engagement initiatives to ensure alignment with division goals and retain talent; maintain and boost employee morale through targeted initiatives.
- Assist in full-cycle recruitment, including job postings, resume screening and interview coordination.
- Work with hiring managers to identify staffing needs and ensure compliance with civil service and diversity requirements.
- Interpret and communicate Human Resources (HR) policies and procedures to staff and management; ensure consistent application across the divisions.
- Help manage, participate in, and contribute to special events, projects and assignments as directed.
- Serve as liaison to other Parks divisions, including Human Resources, Payroll & Timekeeping, Benefits, Labor Relations, Diversity, Equity, Inclusion and Belonging (DEIB), and Telecommunications, city agencies and external organizations.
- Maintain accurate employee records, prepare reports and oversee records retention and filing, including, but not limited to employment documentation, emergency contact information, disciplinary procedures, and civil service processing.
- Provide timely, professional responses to inquiries from staff, management and the public.
- Aid in the promotion and tracking of staff compliance with mandatory trainings.
- Assist management and staff with Citytime, Time & Leave and Payroll issues.
- Support the progressive discipline process, including documenting incidents and preparing reports as needed.
- Assist with HR data entry, reporting, and general administrative tasks.
- Maintain up-to-date HR documentation, including policies, records, and wellness program details.
- Ensure relevant emergency employee contact information is consistently up to date.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.


Preferred Skills

1. Bachelor’s degree in human resources, Business/Public Administration or a related field. 2. 1–3 years of HR experience, with emphasis on recruitment, employee relations, wellness programs or civil service administration. 3. Strong understanding of NYC employment laws and civil service procedures. 4. Proven ability to manage multiple priorities in a fast-paced, deadline-driven environment. 5. Excellent organizational, time management and problem-solving skills. 6. Strong analytical skills with the ability to extract data, identify trends and recommend actionable solutions. 7. Experience handling confidential matters and building trust across diverse teams. 8. Effective communicator and collaborator, able to foster cohesion in team environments. 9. Proficiency in Microsoft Word, Excel, and Access familiarity with HRIS, Payroll, Labor Relations or Budget systems is a plus. 10. HR certification (PHR, SHRM-CP) or wellness program management is a plus. 11. Valid New York State Driver’s License.

Residency Requirement

Residency in New York City, Nassau, Orange, Rockland, Suffolk, Putnam or Westchester counties required for employees with over two years of city service. New York City residency required within 90 days of hire for all other candidates.
