The Department of Design and Construction, Borough Based Jails (BBJ) Program seeks to hire a Project Controls Specialist (PCS). Reporting to the Project Executive for Project Controls, with latitude for independent judgment, the PCS will be assigned to a portfolio of complex capital projects and organizational level tasks within the BBJ Program. The PCS should develop and maintain an excellent customer relationship with Executives, Directors and project managers supported, as well as the Program Management Consultant (PMC). The PCS will supervise work of project controls employees and oversee the work of the PMC. Responsibilities include but are not limited to the following: analyze contractor’s fully integrated schedule and develop work breakdown structure; develop, baseline schedules, risks analysis and review BBJ Program and project schedules and cost from project inception to construction completion progressively adding cost and schedule details as the project develops; provide training to project management teams and oversee assigned aspects of quality control. The PCS shall review and reconcile schedule and cost among the PMC, Design-Builders, design and construction managers, and the DDC program management staff; assist the BBJ Program Executives and Project Managers in reviewing Design-Builders contractors detailed schedule and cost report submissions; develop and maintain baselines; prepare variance at completion analysis; review payment requisitions, change orders and maintain change order log; facilitate risk management; develop SOPs and manuals; support KPIs and performance measurement and reporting; conduct time impact analyses and develop recovery schedules. The PCS may also be asked to chair baseline approval and other project meetings.
1. A baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
2. A four year high school diploma or its educational equivalent and nine years of experience as described in "1" above; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
3. Education and/or experience equivalent to "1" or "2" above. An accredited Master's degree in one of the disciplines described in "1" above, a law degree, or a valid New York State license as a Professional Engineer or Registered Architect or Landscape Architect may be substituted for one year of the required experience. However, all candidates must have the two years of the administrative, managerial, executive or supervisory experience as described in "1" above.
Candidates should possess extensive construction and design experience to manage and complete multiple projects on schedule and be familiar with BIM tools, processes, workflows, and corollary use. In addition, strong computer, organizational, verbal, and written communication skills and attention to detail are a plus. A strong understanding of BIM technology requirements related to hardware, virtualization, and cloud-based solutions is preferred.
