The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home. Each year, the agency’s Division of Child Protection responds to more than 50,000 reports of suspected child abuse or neglect. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families. ACS is also a key part of NYCs early childhood and education continuum, providing childcare assistance to thousands of child welfare involved and low-income children so they can access safe, affordable, quality care.

The NYC Administration for Children Services (ACS) Commissioner’s Office is the central management point for the daily operations of the agency and the first point of contact for external partners. The office works with the leadership of all ACS divisions to set priorities, advance key initiatives, and respond to concerns of stakeholders. The ACS Commissioner’s Office is seeking a Project and Liaison Manager to work closely with the Commissioner’s Chief of Staff to develop and implement plans, policies, and special projects. The Project and Liaison Manager will provide administrative, operations and programmatic support by monitoring the progress of key or special initiatives, coordinating ongoing projects, and helping to advance the agency policy and engagement efforts, as well as support the management and day-to-day operations of the Commissioner’s Office. In this role, the candidate will support strategic priorities, serve as project manager for key initiatives, coordinate with external and internal stakeholders and complete relevant administrative tasks.

Reporting to the Commissioner’s Chief of Staff, the responsibilities of the Project and Liaison Manager include, but are not limited to, the following:

- Collaborate with the Chief of Staff to develop and execute strategic goals and objectives, providing data-driven insights for divisional leadership initiatives.
- Assist with the logistical and content planning of weekly executive meetings involving the Commissioner’s Cabinet, senior leaders, and cross-agency stakeholders, ensuring actionable agendas and effective outcomes.
- Liaise between the agency and City Hall, proactively engaging with other City agencies to coordinate and advance key organizational initiatives.
- Manage a portfolio of special projects from conception to completion, present comprehensive evaluations and actionable recommendations to the Chief of Staff for strategic decision-making.
- Assist with the tracking, documentation and reporting of the commissioner's office tasks and projects, offering weekly updates that highlight priorities and pending items requiring immediate action.
- Oversee and expedite complex issue escalations involving the Chief of Staff and Commissioner, marshaling resources and partnering with relevant citywide and agency stakeholders to achieve prompt resolutions.
- Consolidate and analyze project status updates from various teams, presenting synthesized reports for review and approval by the Chief of Staff and Commissioner.
- Coordinate and support the Commissioner’s public speaking commitments and high-level meetings, aligning with organizational objectives and ensuring readiness with pertinent deliverables.
- Provide robust project management support to senior leadership agency-wide, focusing on critical citywide initiatives and fostering cross-divisional collaborations for synergistic outcomes.
- Represent the Chief of Staff in various meetings and events, addressing and resolving issues pertinent to inter-agency relations and internal agency services.
- Prepare compelling presentations, talking points, and background materials for speaking engagements, high-level meetings, and briefings, ensuring alignment with agency mission and goals.
- Engage in special projects and interdepartmental workgroups as delegated by the Chief of Staff.


Minimum Qualifications

1. A baccalaureate degree from an accredited college or university and two (2) years
of responsible full-time paid experience in one or more of the fields of social service,
psychology, public relations, urban planning, program evaluation, budget
administration or financial administration, human resources management,
management science, operations research, organizational behavior, industrial
psychology, statistics, personnel administration, labor relations, human resources
development, political science, urban studies or a closely related field.

2. A satisfactory combination of education and/or experience equivalent to “1” above.
However, all candidates must possess at least one year of the experience described
in “1” above.


Preferred Skills

- 3+years’ experience in a fast-paced, large non-profit or public or private sector organization supporting an executive-level individual or team. - Excellent organizational skills, ability to multi-task in a fast-paced environment, keen attention to detail, and ability to meet deadlines. - Strong time management, organizational and oral/written communications skills. - Resourceful and practical with the ability to receive different kinds of input to quickly and effectively determine next steps. - Ability to identify confidential and sensitive information and protect it accordingly. - Communicative and comfortable working with and through a range of staff to build relationships quickly. - Outstanding interpersonal and customer service skills. - Experience directly supporting an executive level administrator. - Strong analytical abilities. - Solid knowledge of technology and office equipment proficient in the use of computer applications, MS Office and the internet.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
