* This vacancy is only open to 1) current permanent city employees serving in the Administrative Architect civil service title or 2) on leave from the title or 3) permanent city employees in or on leave from a comparable title with a valid New York State Professional Engineer License or a valid New York State Registration as an Architect. Comparable titles include but are not limited to Administrative Project Manager or Administrative Engineer.
The Department of Parks and Recreation (DPR) seeks a Project Advocate for their capital division to act as a liaison with The Department of Buildings’ (DOB). This position is modeled after the DOB Project advocacy program which provides customer service liaisons for groups of applicants, assists partner agencies in understanding processes for approval, and seeks to improve the efficiency of plan examination and inspections.
Major Responsibilities
- Assist DPR in code interpretation to ensure strict adherence to the NYC Construction Codes, NYC Electrical Code, NYC Energy Code, other Local Laws enforced by DOB, DOB Rules and Regulations, and the NYC Zoning Resolution.
- Supply clear information about status and requirements for project approvals including but not limited to permit filings, plan reviews, Certificate of Occupancies (C of O) and inspections.
- Develop and provide resources at project initiation to assist DPR in navigating the DOB’s review and approval process.
- Provide DPR project teams and Agency representatives with technical and operational assistance in navigating DOB filing pathways.
- Perform technical reviews of all submissions prior to official DOB transmittal.
- Prioritize and expedite Department of Buildings (DOB) processing for critical DPR projects.
- Regularly interface with DOB to support timely approvals and provide constructive feedback on applications related to DPR projects.
- Conduct/attend meetings as requested by DPR with project teams to provide updates on project reviews, discuss active DPR portfolio and filing strategies.
- Perform quantitative and qualitative analysis of DPR submissions to make recommendations for more efficient standard operating procedures, and training for Agency staff to improve future submissions.
- Assist the Agency in resolution of stop Work Orders issued by DOB.
- Assist in securing of a certificate of occupancy or temporary certificate of occupancy for all building projects.

A valid New York State Registration as an Architect is required. In addition, candidates must have six ( 6 ) years of full-time paid experience in architectural work, at least two (2) years of which shall have been as an administrative architect.
1. Exceptional written and oral communication skills. 2. Fluent knowledge of NYC Construction Codes, Energy Code, Applicable Local Laws and Zoning Resolution. 3. Expertise in navigating NYC government processes pertaining to plan examination, DOB procedures and permit filing requirements. 4. A driver license valid in New York State.
