Construction & Technical Services (CTS) consists of a design, construction and technical team of architects, engineers, elevator mechanics, as well as project & property managers who provide services for time-sensitive rehabilitation, renovations, and maintenance in City-owned properties.
Its design team performs in-house designs, conducts field inspections, and ensures design compliance with Local Laws. This team also performs reviews of design consultant drawings to assure accountability for the needed renovations.
The construction team manages and oversees time-sensitive construction projects to ensure daily activities comply with contract drawings, specifications, building codes, budget, and timelines. This team assesses field conditions, prepares reports, and coordinates meetings with contractors, consultants, and the in-house design crew to address variations from the original design drawings to accommodate field conditions and/or client requests.
The technical team manages the maintenance and surplus in City-Owned properties, handles the contracts for services including, but not limited to, interior rehabilitation and construction, waterfront construction, sidewalk repair, fencing, demolition, pest control, erection of scaffolding; handles and maintains the design and management of site safety projects (Local Laws and Violations) and maintains and repairs all elevators, escalators and ADA lifts throughout City-Owned buildings within the five boroughs.
The DCAS Trade Shops help with all in-house construction and repair services needed within DCAS-managed sites. The Shops perform small-scale renovations such as partitions/drywall work, rough and finish carpentry, interior/exterior painting, electrical and plumbing repairs, structural steel, concrete, and masonry work and manufacture in-house replacement of parts for obsolete equipment and locksmith services and Mayoral Ceremonies and Special Events.
Under the direct supervision of the Assistant Commissioner/Chief Engineer for Construction and Technical Services, the responsibilities of the design and construction advisor will include, but will not be limited to:
- Advising on best practices to prioritize repairs, upgrades and/or replacement of the electrical systems, submitting pre-preliminary budget estimate & scope of work for the “new needs”, assisting in developing DCAS Capital Plan.
- Reviewing and recommending best method to address electrical and HVAC issues that are reported by building engineers.
- Evaluating, surveying, and inspecting heating, ventilation, air conditioning, and fire protection systems within City-owned buildings for reliability, longevity, and code compliance.
- Advising on proper project budget submissions to ensure all financial approval processes are secured.
- Reviewing consultants’ heating, ventilation, air conditioning, and fire protection system designs and specifications for approval by the team, as part of the major system upgrades and/or office space renovation.
- Designing and preparing drawings for the existing service and/or distribution systems alterations pertaining to the partial building space renovations (offices, computer rooms, mechanical rooms, etc.).
- Advising staff in preparation of applicable design documents for DOB filing; obtaining DOB design approval prior to construction, as required and how to conduct final inspection for the DOB sign-off. All in-house design must be prepared in AutoCAD.
- Training in-house staff in the pricing and the forecast of cost trends and factors.
- Advising staff on best practices in coordinating with unit in-house technical staff, project design details before and during construction.
- Managing and/or advising staff on construction projects, inspection field conditions, and coordinating with in-house staff, consultants, and client agencies.
- Reviewing and/or advising staff on construction/consultants reports to help determine payment progress.
- Developing and/or advising staff how to manage change order negotiations, based on technical bulletins, drawings and sketches and review the validity of extra work costs and credits of the work performed is not part of the original contract.
- Reviewing and/or advising staff how to review field conditions and prepare sketches for omitted conditions on design drawings, to reach a fair and reasonable standard for proposed negotiations based on field conditions.
- Reviewing and advising staff how to best submit contract documents, drawings, and specifications to attain estimates of value(s).
- Reviewing and advising staff how to best submit change orders for DCAS in-house projects, to assure its validity and cost in preparation and submission to Engineering Audit.
- Reviewing and advising staff how to best submit and analyze construction requisitions, assuring work progress is in conformance to the plans and specifications reports to help determine final payment amounts.
1. A valid New York State License as a Professional Engineer and six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.
- Advanced proficiency in AutoCAD and Microsoft Office – Excel and Projects - Strong organizational, writing and communication skills - Experience with project estimating and project management - Ability to work under limited supervision, to handle multiple assignments with limited time constraints and detailed oriented - Demonstrates personal initiative, responsibility, leadership, and flexibility - Able to respond rapidly and accurately to requests, and work in a high-pressure, time-sensitive environment - Knowledge of NYC Construction Codes (Administrative, Building, Electrical, Mechanical, Plumbing, Fuel Gas and Energy Codes)
