The New York City Taxi and Limousine Commission (TLC) is the nation’s largest for-hire transportation agency, licensing and regulating the City’s yellow and green taxicabs, for-hire vehicles (including apps like Uber, Lyft, and Via), commuter vans, and luxury limousines. TLC develops and enforces rules to promote safety, transparency, accessibility, as well as consumer and driver protection for a vital mode of transport in New York City. The vehicles, businesses, and drivers licensed and regulated by the agency move over one million people a day. The TLC’s Division of Finance and Strategy is seeking an Analyst to join the team. The Analyst will work closely with the Director of Program Management and be in charge of reviewing key metrics and indicators across several services including free legal services, financial empowerment vendors, and special programs. This is a position for someone who is interested in using data to monitor and evaluate special programs.

Duties and responsibilities include, but are not limited to:

- Analyze taxi and for-hire vehicle trip data reported by the Accessible Dispatch Program vendor, Uber, Lyft, and car services to ensure services provided comply with TLC rules and regulations. Makes recommendations to data reporting procedures as needed.
- Coordinate with policy to develop and implement new programs and services to support TLC-Licensed Drivers and small business owners.
- Monitor and evaluate Owner Driver Resource Center metrics to ensure legal service and financial counselling vendors are meeting service level standards.
- Develop new indicators to improve program functions and efficiency.
- Create reports, decks, and other communications.
- Perform other duties as assigned to support program operations.


Minimum Qualifications

1. A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning; or

2. A satisfactory combination of education and/or experience that is equivalent to “1"" above. Graduate
education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience. However, all candidates must have a baccalaureate degree.

Special Qualification Requirements

Assignment Level III
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.

Assignment Level IV
To be eligible for placement in Assignment Level IV, individuals must have, after meeting the minimum requirements, two additional years of professional experience as described in "2" above.


Preferred Skills

- Review and analyze quantitative and qualitative data from a range of sources. Experience using Excel. - Takes initiative and works collaboratively across teams. - Creative problem-solving skills. - Strong communicator with excellent verbal, written, and presentation skills.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
