The Center for Health Equity & Community Wellness (CHECW) uses a racial and social justice approach to eliminate health inequities for those who are most marginalized in New York City and to reduce overall premature mortality from the leading causes of preventable death with the vision that every New Yorker will live in a thriving neighborhood with equitable access to resources that help support healthy individuals and communities. This Division unifies and strengthens the Department's lines of work directed at eliminating racial inequities for preventable health conditions, which are rooted in historical and contemporary injustices and discrimination, including racism. CHECW's aim is to eliminate racial inequities resulting in premature mortality, with a focus on chronic disease, by addressing the social and environmental factors that impact health. The goal of this renewed approach is to increase placed-based investments in priority neighborhoods with community programming and services based on epidemiology; influence and leverage the health system to promote whole-person care; and intenstify the agency's approach to tackle big salt and sugar, big tobacco, the built environment and other determinants of health. The Bureau of Finance, Administration and Services (BFAS) is responsible for preserving, enhancing, and supporting CHECW's financial, physical, and human resources, operating from a centralized, customer-oriented, and service-based model. This Bureau will create linkages between CHECW and other Divisions and utilize resources for CHECW in an efficient manner. BFAS manages shared resources and includes the Office of Health Insurance Services (OHIS). OHIS provides community-facing programs and on-the-ground programmatic work that maximize health insurance coverage opportunities and increase access to healthcare and social support services for all New Yorkers. OHIS has a few high priority community initiatives to roll out and has partnered with the Mayor's Office of Immigrant Affairs, New York City Human Resources Administration, and the New York City Department for the Aging to assist the uninsured; aged (65 years or older); certified blind; and certified disabled populations residing in the five boroughs through health insurance related education, outreach and enrollment assistance. We are requesting to fill this position with internal candidate, Sabrina Harris. as a Procurement Analyst Level III to serve as a Program Procurement Manager to work collaboratively with the Executive Director, Director of Development and OHIS Directors. Under direction, with considerable latitude for independent initiative and unreviewed action and decision making, the incumbent will manage and perform complex work in the procurement of goods and services, and provide high level support on resource planning related to COVID-19 recovery plan and agency priorities. In the event of a public health emergency as deemed by the agency (public health oubreak, natural disaster, etc.), employees may be mandated to assume an emergency response role. In these rare instances and when notified, staff will be re-assigned from their regular day-to-day duties as noted in the job description to take on another role considered necessary by the agency. When this occurs, all staff are required to comply with the change in assignment and must be prepared to be called upon promptly.

Duties will include but not limited to:
As an Admin Manager L2, the identified candidate will manage all OHIS procurement of goods and services and contracts for services for comprehensive health insurance enrollment for New Yorkers. Oversee relevant procurement plans and support OHIS leadership in the management of budgets. Provide high level support to OHIS leadership on resource planning; interpret and provide guidance on policies and procedures and regulations to effectively plan, implement and manage program activities and ensure conformity of requirements. Prepare, review and process documents required for procurement and contracts. Review proposals and fiscal documents to ensure they meet requirements. Conduct data collection and research work related to OHIS programs and make recommendations to leadership to achieve operational goals and meet program requirements. Serve as the liaison between Program Directors and Division Administration. Instruct, train, and supervise the daily activities of support staff on OHIS initiatives/projects and deliverables. Create plans, prepare reports, and facilitate goal-oriented presentations and meetings; respond to fast-paced ad hoc requests; assist with special projects; participate in inter- and intra- agency workgroups and initiatives. Recruits, hires, onboards and supervises college aide and Other duties as assigned by the Director of Development including serving as point person during supervisor's absence.


Minimum Qualifications

1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in "1"
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in "1", "2" or "3" above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
