Our Agency’s five strategic priorities, building off a recently-completed strategic planning process emerging from the COVID-19 emergency, are:

Program Description:
The New York City Department of Health and Mental Hygiene (NYC DOHMH)'s Bureau of Hepatitis, HIV, and Sexually Transmitted Infections (BHHS) oversees the City's response to viral hepatitis, HIV, and sexually transmitted infections (STIs). Across a range of programs and through extensive collaboration with other parts of NYC DOHMH and external stakeholders, BHHS leads testing initiatives; prevention, care, and treatment programming; epidemiology and surveillance; research and evaluation; training and technical assistance; community engagement; social marketing; policy advocacy; and racial equity and social justice initiatives.
BHHS's HIV Care and Treatment Program (CTP) is the Recipient of the Ryan White HIV/AIDS Program (RWHAP) Part A grant and consists of five units: 1) Grants Management, 2) Program Planning, 3) Quality Management & Program Implementation, 4) Research and Evaluation, and 5) Housing Services Unit.
The HIV Care and Treatment Program seeks a Program Planner.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
Conduct literature reviews and summarize findings to help inform the provision of evidence-based program models for HIV care and treatment services.
Review and synthesize HIV care and treatment research and programmatic information to assist in program modification, development, implementation, and evaluation.
Work in conjunction with the New York HIV Health and Human Services Planning Council (PC) to inform service directive development and guide the development and design of public health programs.
Serve as a lead for Ryan White Part A (RWPA) program planning, including, but not limited to, managing the development of Request of Proposals (RFPs) and procurement of services/award contracts.
Ensure principles and frameworks of health equity and implementation science, are integrated in program design.
Under the direction of the Deputy Director of Program Planning & Compliance lead the development of RFPs in close collaboration with CTP's Quality Management and Program Implementation and Research and Evaluation units.
Collaborate with CTP's Research and Evaluation staff to obtain pertinent data to help inform the RWPA planning process, including needs assessment, service gap analysis, cost analyses, and priority setting and resource allocation for RWPA funded programs.
Develop and conduct presentations to the New York HIV Health and Human Services Planning Council, as needed.
Submit abstracts to national and local conferences and manuscripts to peer review journals, as appropriate.
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
Knowledge of HIV related healthcare policy with specific knowledge of the Ryan White Part A Program, including HRSA reporting requirements. Experience with populations most affected by HIV, and how structural oppression affects vulnerability to poor HIV outcomes. Experience and knowledge of quality management and quality improvement approaches/models of care. Knowledge and experience using/implementing evidence-based program designs/models and experience in community health, organization of health-related services, program implementation, and federal grant management. Proficiency in planning, managing, and carrying our various projects exceptional relationship-building and influencing skills. Keen attention to detail and ability to handle multiple and diverse assignments and priorities efficiently and effectively. Excellent written, oral and interpersonal skills outstanding organizational and project management skills. Proficient in Microsoft Word, Excel, PowerPoint, Outlook and Adobe Acrobat. NOTE: This position may be eligible for remote work up to two days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
