The Office of the Commissioner provides executive support to all lines of service, provides oversight for agency initiatives, and sets the overall direction and mission for the agency. Additionally, the office provides support through resolving customer service-related requests and assisting with resource and executive staffing support. The units within the Office of the Commissioner are Communications, External Affairs, City Record, DCAS Diversity and Equal Employment Opportunity, Audit and Compliance Services, Special Events, and Strategic Operations.

Under the direction of the Chief Customer Engagement Officer, the responsibilities of the Program Operations Analyst will include but not be limited to:

- Managing the OTPS budget for all the units within the commissioner’s office which include Communications, External Affairs, City Record, DCAS Diversity and Equal Employment Opportunity, Audit and Compliance Services, Special Events, and Strategic Operations (along with the Executive Office and the Executive Deputy Commissioners' Offices).

- Serving as the Commissioner’s office fiscal liaison and lead for NYC's Procurement and Sourcing Solutions Portal (PassPort).

- Coordinating with the agency’s Fiscal and Business Management (FBM) line of service regarding the Commissioner’s office budget (including both OTPS and PS budget) to identify budgetary barriers and implement solutions. Responding to requests for agency fiscal information.

- Serving as the backup HR business partner for the Commissioner’s office to assist with HR related matters (e.g., handling new hire, onboarding, and promotion requests).

- Managing projects throughout the full lifecycle (creation to implementation), including creation of project scopes, procurement documents, request for proposals, and overall project plan.

- Establishing critical path/milestones/dependencies to ensure timely delivery of project deliverables.

- Setting long and short-term plans, including the determination of tasks, setting targets for deadlines, needed resources and planned/actual dates.

- Identifying, selecting, and delegating tasks to project-specific team members.

- Working collaboratively with project team members to ensure all aspects of the project remain on track and within budget. Monitoring progress of the project to keep it on schedule.

- Serving as a point of contact for consultants, clients, vendors, contractors, and internal project staff.

- Developing PowerPoint presentations and preparing/transmitting internal and citywide emails, as needed and/or directed.

- Collecting, interpreting and analyzing data to make informed decisions and/or support decision-making processes for the Commissioner’s office.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
