Under direction of the Deputy Director, Sustainability Implementation and Program Management in the Office of Building Emissions and Efficiency Performance (OBEEP), the Program Manager performs program management and enforcement of local laws pertaining to energy; serves as the Department’s main point of contact for all inquiries concerning compliance with the City’s Benchmarking and Energy Grading Law, which states that the Department of Buildings is responsible for issuing violations to owners of covered buildings, as defined under the law; supervises assigned staff:
- Implement and enforce the Benchmarking and Energy Grading Laws (LL84/2009, LL133/2016, LL33/2018) according to the existing policies and procedures. Assist in designing of new protocols and policies to meet the growing needs of the unit, as needed.
- Participate in the Department’s rulemaking process and new laws’ enactment in coordination with the Bureau of Sustainability’s Policy and Legal unit.
- Develop and oversee data quality assurance programs and protocols utilizing Excel database tools and spreadsheets to analyze energy and water usage data and ensure that it’s reported accurately.
- Conduct audits of the energy data reported to the City and oversee the audit related correspondence and data resubmissions.
- Develop and execute action plans that would improve compliance, where required.
- Supervise and train staff involved in implementation of the LL84/09, LL133/16 and LL33/18; assign and review their work; develop training and action plans; and conduct performance appraisals.
- Oversee responses to building owners and service providers’ email, phone, and mail inquiries on compliance with the LL84, LL33 and the Energy Star Portfolio Manager Data submission process; assist in resolution of issues and complaints.
- Develop standard procedures to address atypical and exceptional cases. Coordinate with senior management on the determinations made and keep track of all established uniform protocols.
- Issue Benchmarking and EGRADE violations, including EGRADE violations issued based on inspection. Review data files for issuance of violations to non-compliant owners and list of properties scheduled for inspection.
- Conduct statistical studies and quantitative analysis using Microsoft Excel and deliver monthly reports.
- Review challenges to violations, conduct related research and determine the validity of the challenge, and make final determinations.
- Act as the liaison between various Department’s Units, other City Agencies, stakeholders, and outside contractors and consultants to implement the Benchmarking and Grading program on an on-going basis; develop process improvements where necessary.
- Facilitate collaboration with the local utility companies and the US Environmental Protection Agency for various processes and data improvement projects.
- Assist other teams within the Bureau of Sustainability with existing and new sustainability laws’ implementation and enforcement.
- Assist with Citywide efforts to report on data collected through the Benchmarking program. Collaborate with various City Agencies to successfully implement the Benchmarking and Energy Grading program on an on-going basis.


Minimum Qualifications

1. A baccalaureate degree from an accredited college or university in architecture or architectural technology; biology; building science; chemistry; construction management; energy management; engineering, engineering technology; environmental science; facilities management; physics; or a related field; or
2. Completion of an apprentice program, a minimum of two (2) years in length, in a construction trade with an emphasis on energy efficiency for buildings and two (2) years of satisfactory, full-time experience in energy generation or conservation work such as planning, developing, implementing, inspecting, analyzing, testing, and verifying interventions to generate clean energy or reduce energy usage; or
3. Four (4) years of satisfactory, full-time experience in energy generation or conservation work such as planning, developing, implementing, inspecting, analyzing, testing, and verifying interventions to generate clean energy or reduce energy usage; or
4. Education and/or experience equivalent to “1,” “2,” or “3” above. One (1) year of acceptable experience will be credited for every 30 semester credits of undergraduate education in any of the fields described in “1” above. One (1) year of acceptable experience will be credited for a master’s degree in any of the fields described in “1” above.

Special Note
To be eligible for placement in Assignment Level II, candidates other than Professional Engineers or Registered Architects must have either:
a) A Bachelor of Architecture degree that is the first professional degree in architecture from an accredited college; or
b) A baccalaureate degree from an accredited college or university and a master’s degree in building science, energy management, or engineering from an accredited college or university; or
c) After meeting the minimum qualification requirements, a master’s degree in any of the fields described in “1” above.
d) After meeting the minimum qualification requirements, one (1) additional year of experience as described in “4” above; or

To be eligible for placement in Assignment Level III, candidates other than Professional Engineers or Registered Architects must have, after meeting the requirements for Assignment Level II, one (1) additional year of experience as described in “3” above.

To be eligible for placement in Assignment Level IV, candidates must have either:
a) A license as a Professional Engineer or Registered Architect issued pursuant to the New York State Education Law and at least one year of experience as described in “3” above as a major contributor or a project leader on a complex project requiring additional and specific expertise in the necessary disciplines as described in “1” above; or
b) In addition to meeting the requirements for Assignment Level III, one (1) additional year of experience in a supervisory capacity, or as a major contributor or a project leader on a complex project requiring additional and specific expertise in the necessary disciplines as described in “1” above.

License Requirement
A Motor Vehicle Driver License valid in the State of New York may be required for certain assignments. This license must be maintained for the duration of the assignment. Incumbents may be required to update existing and/or obtain additional professional industry-standard certification(s) and licenses.


Preferred Skills

New York City residency is generally required within 90 days of appointment.
