The Mayor’s Office of Criminal Justice (MOCJ) advises the Mayor and Deputy Mayor for Public Safety on criminal justice policy and is the mayor’s representative to the courts, district attorneys, defenders, and state criminal justice agencies, among others. The office designs, deploys and evaluates citywide strategies to drive down crime, reduce unnecessary arrests and incarceration, and improve the system’s fairness. MOCJ works with law enforcement and city agencies, non-profits, foundations, and others to implement data-driven strategies that address current crime conditions, prevent offending, and build strong neighborhoods that ensure enduring safety.

About the Role:
Reporting to the Executive Director of Housing Initiatives, the Program Manager is responsible for leading a portfolio of programs designed to increase emergency, transitional, and permanent housing options for individuals with involvement in the criminal justice system. Initiatives include ramping up and overseeing transitional housing, managing the Emergency Reentry Hotel program, as well as developing greater access to permanent housing.

The responsibilities of the Program Manager include but are not limited to:
- Overseeing MOCJ’s housing initiatives, including the implementation and continuous management of contracted transitional housing providers, emergency housing vouchers providers, and other city agencies to ensure the smooth operation of the programs.
- Serving as a point of contact for contracted emergency and transitional housing providers, as well as advocates, government partners, and court actors.
- Address a broad range and high volume of housing priorities, questions, and issues as they arise from external, and accurately determine the appropriate follow up action. This can often involve urgent and sensitive information; escalate to upper management when needed.
- Cultivating and maintaining relationships with stakeholders from City and State government agencies, non-profit organizations, and directly impacted individuals and communities.
- Scheduling and attending community meetings and representing the agency, explaining the role of MOCJ, and communicating specific project details.
- Creating public-facing content about MOCJ’s housing programs including flyers, website content, and FAQs.
- Organizing and leading team meetings, maintaining meeting notes, and tracking follow-ups as appropriate.
- Provide accurate and timely information to contracted shelters, other homeless service providers and supportive housing providers on the supportive housing referral and placement process. Interact with housing applicants while gaining feedback on housing effectiveness.
- Track, monitor and troubleshoot projects related to Fair share and CEQR.
- Scoping resources, and timelines to ensure the success of new projects closing and opening facilities.
- Assist in finding permanent housing options for impacted individuals.
- Developing quantitative and qualitative performance metrics for effective program oversight, quality assurance, policy decisions, and internal and external communications.
- Partnering with MOCJ Research to develop quantitative and qualitative data reporting templates to track program outcomes.
- Working closely with MOCJ staff on the Research, Contracts, Fiscal, Legal, and Communications teams.
- Implementing data practices with contracted service provider organizations including reviewing program data on an ongoing basis and reporting on progress and outcomes.


Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.


Preferred Skills

- B.A. from an accredited college/university with two years of less of post-graduation work experience or equivalent experience - Interest in criminal justice policy and the New York City Criminal Justice System strongly preferred - Excellent organizational, time-management, and multi-tasking skills, including the ability to take initiative, problem solve, prioritize, work independently and as part of a team in a fast-paced environment - Ability to pay close attention to detail, meet deadlines, work well under pressure, and use good judgment and - Robust oral and written communication skills, including the ability to synthesize information quickly and frame policy issues and data in a clear and accessible way.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
