he New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to mitigate the effects of poverty and create opportunities for New Yorkers and communities to thrive. Workforce Connect, a division of DYCD, oversees a portfolio of Youth Workforce Development programs, including the Summer Youth Employment Program, NYC Ladders for Leaders, Work, Learn, and Grow, Advance & Earn, Train & Earn, and Learn & Earn. DYCD is currently seeking a qualified candidate for the position of Program Manager within the Summer Youth Employment Program (SYEP) and Work, Learn, Grow (WLG) unit, focusing on our In-school Youth programs. SYEP offers paid summer employment opportunities for New York City youth aged 14 to 24, spanning up to six weeks during July and August. Participants engage in various entry-level positions across nonprofit and private sectors. Beyond providing a safe and supervised work environment, SYEP conducts workshops covering essential work readiness topics such as workplace etiquette, career exploration, educational pathways, social development, and financial literacy. These programs are hosted within community-based organizations across all five boroughs of New York City. The Work Learn Grow initiative extends the SYEP experience into the school year, providing NYC youth with opportunities to enhance their work readiness skills, explore career pathways, and receive academic support. This includes the chance to earn college credits and make informed decisions regarding postsecondary education. The In-school Youth portfolio encompasses the Learn & Earn program and associated SYEP and WLG initiatives, which are integrated with select NYC Public Schools through CareerReady partnerships.

Under the supervision of an In-school Youth Senior Program Manager, with latitude for independent decision making, the Program Manager will be responsible for monitoring 15+ contracts within In-school Youth programs and will perform the following duties:
- Monitor and assess the performance of SYEP, WLG, and Learn & Earn Providers to ensure the delivery of high-quality services to youth.
- Clearly communicate program policies and procedures to guide providers, ensuring they meet contractual goals, including but not limited to recruitment, job development, data entry, enrollment, placement, timekeeping, payroll, monitoring, evaluation, counseling, program budgeting, and file upkeep.
- Utilize DYCD’s web-based information management systems, including program and contract performance systems.
- Conduct field visits to providers’ program sites and provide technical assistance during pre-program assessments, throughout the summer, and post-program.
- Perform audits of program records at provider sites and make ad-hoc visits to support special initiatives and events as necessary.
- Supervise seasonal staff, assign tasks, review their work, and maintain monitoring reports.
- Compile, analyze, and process all reports/data related to provider performance statistics to inform management decision-making.
- Collaborate on other projects and tasks as required to support the In-school Youth unit and programs.
- Maintain flexibility in scheduling, subject to supervisor discretion based on program needs.


Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

- Experience in and knowledge of workforce and youth development field preferred. - Excellent verbal and written communication skills. - Strong problem solving and analytical skills. - Enjoy working as a team member as well as independently. - Ability to multi-task and meet constricted deadlines designated by program requirements and needs. - Strong interpersonal skills resulting in exceptional rapport with people. - Computer literate with advance knowledge of Microsoft Office suits.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
