Job Description
The New York Police Department (NYPD) seeks a skilled and mission-driven data professional to support the Department’s efforts to promote accountability, ensure constitutional policing, and comply with federal oversight obligations. The Program Lead will direct the Department’s work on the replication, implementation, and ongoing improvement of a statistical model originally developed by the Police Department’s Federal Monitor. The model is designed to assess risk and identify patterns in officer-initiated stops, post-stop enforcement actions, and disparities by individual identifiers.
The Program Lead will be part of the Office of Management Analysis and Planning (OMAP) under the Strategic Initiatives Bureau, and will work closely with the Department’s Legal Bureau, Crime Control Strategies, and Information Technology Bureau to ensure NYPD’s enforcement practices are evaluated fairly, rigorously, and transparently.

1. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
4. Education and/or experience which is equivalent to "1", "2", or "3" above.
The ideal candidate will demonstrate advanced applied statistical skills, programming fluency, and experience working with large-scale, structured administrative data in the criminal justice or public sector fields. Statistical modeling: -Generalized linear models, particularly binary logistic regression -Mixed-effects models or multilevel/hierarchical modeling -Residual analysis and ranking methodologies based on model-predicted vs. observed outcomes Programing and data tools -R, Python, or Stata for statistical modeling -SQL or other data manipulation tools for merging and preparing large administrative datasets -Domino or version control systems for reproducibility Communication and Reporting -Ability to effectively articulate project nuances and complexities to City executives and other stakeholders -Clear, professional report writing with supporting tables with data visualizations -Experience responding to legal, compliance, or oversight inquiries is a plus
