The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home. Each year, the agency’s Division of Child Protection responds to more than 50,000 reports of suspected child abuse or neglect. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families. ACS is also a key part of NYCs early childhood and education continuum, providing child care assistance to thousands of child welfare involved and low-income children so they can access safe, affordable, quality care.

The Division of Child and Family Well-Being (CFWB) at ACS works to ensure families and children have the critical supports they need to thrive and enjoy self-determination. The Division focuses on leveraging concrete resources, stakeholder relationships, and community and family strengths to drive toward greater equity and social justice, reduce disparities and disproportionality - including in the child welfare system - and create conditions that foster well-being for all families across New York City.

The Office of Strategy, Research, and Provider Partnerships (SRPP) is a new office in CFWB. It will consist of three units that support the expanding work of the division – Child Care Data Management (preexisting); Strategy and Research (SRT) (new); Program Sustainability and Improvement (PSI) (new).

In 2017, ACS launched a demonstration project known as the Family Enrichment Center (FEC) model, a family-centered, place-based primary prevention approach, where all members of the community have access to and may benefit from both structured or spontaneous activities and events (called “offerings”) that strengthen family protective factors to increase child and family well-being and promote stability.

CFWB seeks a dynamic, collaborative and highly organized candidate as Program Improvement Officer to support the expansion of the FEC model from 3 to 30 centers citywide, in partnership with internal FEC Program Managers, external contracted FEC partners, FEC community members, and other stakeholders. The Program Improvement Officer will report to the Director of Program Sustainability and Improvement and will carry out various duties, including, but not limited to, the following areas:

OPERATIONS
- Co-lead the design and implementation of a collaborative approach for ongoing performance measurement and collaborative quality improvement of the FECs
- Develop uniform standards of quality and guidance for program implementation
- Manage a process for systematically and collaboratively collecting, analyzing, sharing and reporting data from each FEC about core components of their offerings and operations to assess model fidelity
- Support implementation of participatory quality performance measurement and continuous improvement activities and FEC-specific improvement and sustainability plans
- Visit FEC sites and communities regularly to build relationships, trust, and shared goals

ANALYTICAL
- Help determine key performance indicators, perform benchmarking, and develop dashboards
- Co-develop tools and processes to support participatory information gathering, collecting and analyzing qualitative and quantitative data, for performance measurement and continuous improvement
- Assess the extent to which each FEC is being implemented in alignment with ACS standards of the model and measures of quality
- Make meaning of data with internal and external partners, highlighting strengths and areas for improvement, and understanding needs of the FECs
- Collect feedback on the performance measurement and collaborative quality improvement approach itself

COMMUNICATIONS
- Root workflows and activities in equity, trust, psychological safety, transparency, continuous improvement, and shared goals
- Ensure constructive meetings by collaboratively identifying issues to be solved, crafting strategic agendas, and sharing materials as appropriate
- Drive towards decisions, documenting resolution
- Draft memos, briefs, documents, presentations, and performance reports
- Co-create improvement plans
- Provide technical assistance on measurement systems and data collection processes, building capacity to implement and sustain the collaborative quality improvement approach

KNOWLEDGE BUILDING
- Build strong knowledge in Federal, State, and City (including ACS) legislation, regulations, and policies that shape the environment of CFWB’s oversight of contracted FEC programs, social/human service delivery, and quality assurance and continuous improvement efforts
- Support ongoing literature review, knowledge management, and knowledge sharing activities about frameworks, best practices, and innovations in transparent and trusted participatory continuous improvement processes of government-funded community-based programs

Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.

Residency Requirement

New York City residency is generally required within 90 days of appointment.
