ORGANIZATIONAL PROFILE. In November 2018, New York City voters approved a ballot initiative establishing the New York City Civic Engagement Commission. The Commission focuses on promoting civic engagement across all of City government and making New York City decision making accessible to all New Yorkers. Specifically, the Commission is charged with running a citywide participatory budgeting program, providing poll site interpretation services, providing technical assistance to community boards, partnering with community-based organizations and civic leaders to increase awareness of City services, and assisting City agencies in developing civic engagement initiatives. Originally announced in 2018 as a mayoral initiative aimed at increasing voter registration and participation in NYC, and pursuant to Mayoral Executive Order 88 in 2021, Democracy NYC became a program of the CEC, thereby incorporating voter education and voter registration into CEC priorities.

Job Description: The NYC Civic Engagement Commission (CEC) is seeking to hire a Program Evaluator to lead on a monitoring and evaluation program for programs and projects implemented through the CEC’s participatory budgeting program and of the process as a whole. The evaluation of winning projects will build upon and be integrated into the overall evaluation of the People’s Money process and connect with evaluation of other CEC programs. Additional responsibilities may include data analysis to support the poll site language assistance program and advising on evaluation frameworks for other CEC programs.

Reporting to the Chief Information Officer, and working in close collaboration and with the guidance from the Participatory Budgeting team leadership, the Program Evaluator responsibilities include:

PB Projects Monitoring and Capacity Building:
- Build the capacity of organizations for monitoring and evaluation- undertake discovery and co-design workshops with CBOs responsible for implementing each PB project and CEC staff to identify the theory of change and evaluation framework for each PB funded initiative
- Advise and/or co-create data collection tools to capture successes and challenges of implementation
- Create reporting formats to support CBOs write reflections and descriptions of their work, operations, and impact.
- Provide guidance and metrics to CEC’s program staff on tracking evaluation deliverables
- Design and deliver monitoring and evaluation capacity building to implementing organizations

Research & Reporting:
- Work with implementing organizations to finalize reports for public reporting
- Contribute to a comprehensive final evaluation report of the ongoing, cycle of citywide participatory budgeting, including implementation, using reports from implementing organizations
- Build upon data gathered through-out the evaluation to make recommendations that strengthen citywide participatory budgeting, including digital and in person participation
- Continuously assess data collected and improve upon data collection tools and methods
- Draft briefings, summaries, and presentations as needed to document the impact, and operations of the Participatory Budgeting process
- Continue to strengthen the structure and framework of an evaluation plan for citywide participatory budgeting, including creation of evaluation tools and ongoing data collection

Data Analytics and Impact Assessment:
- Establish a database and index of democracy indicators at the neighborhood level, including voting, participatory budgeting and volunteerism in order to better target communication strategies, predict trends, identify neighborhoods that lack services, and contribute to direct democracy outcomes, research, and literature
- Assist the CEC in designing workshops and mapping out strategies to improve the CEC’s logical framework, data collection tools, and theory of change for each one of the four program areas.

Special Projects for CEC:
- Participate in special projects and initiatives, events as needed.


Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.


Preferred Skills

The successful candidate should possess the following skills: - Monitoring and evaluation experience - Experience using one or more of the following programming languages in a professional setting: Python, R - Experience with data visualization techniques and programs, such as Tableau, Carto, Power BI - Experience processing, cleaning, manipulating, and analyzing large datasets - Advanced understanding of Excel - Ability to effectively present data in verbal, written and visual format to program management, program leadership and non-technical audiences - Strong written and oral communications, facilitation - Keen attention to detail, flexibility and an enthusiastic work ethic - Experience communicating with diverse stakeholders and mediating diverse perspectives - Enthusiasm for and interest in bringing creativity and storytelling to the work of the agency - Ability to work under pressure against tight deadlines - Ability to prioritize and manage an array of projects through to completion - Ability to think creatively, embrace new approaches for solving communication problems and resolving challenges.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
