The NYC Department of Design and Construction, Human Resources and Staff Development Division, Personnel Unit, seeks a Program Coordinator. The Program Coordinator is responsible for facilitating actions spanning new hires, promotions, transfers, and separations, in support of the Agency’s capital program. The Program Coordinator will be part of the HRSD accountability team. Duties include reviewing salary justifications for in-depth analysis for salary comparisons to make recommendations, tracking salary justifications (new hires/promotions), preparing correspondences on behalf of the Executive Deputy Commissioner and Assistant Commissioner of HR/Personnel, and providing backup support in scheduling meetings and maintaining the Assistant Commissioner’s calendar. The HRSD Program Coordinator will authorize users, and utilize City Legacy systems such as PMS, CHRMS, and PRISE for employee data procurement and employment verifications. Administrative functions include answering the telephone, filing, copying, scanning distributions, archiving, data entry, and procurement. The Program Coordinator will also be responsible for handling the distributions of Incoming and Outgoing TPF folders and DP 2001s, ensuring they are sent in a timely manner, and facilitating employee file requests. Further responsibilities will encompass report outs on the vacancies utilizing the Big Picture Vacancy report, preparing and coordinating updates for the Executive Deputy Commissioner’s meetings, and updating HRSD’s vacancy tracker. The Program Coordinator will also be responsible for the distribution of paperwork including NPAs (Notice of Personnel Actions), ESCFs (Employee Status Change Forms), Return of City Property Forms, and Separation Request Forms, as well as completing the I-9 Verifications in E-Verify for New Hires, while also maintaining and tracking employment authorization documents. Additional responsibilities will include handling the managerial performance evaluation tracking and providing backup assistance with all aspects of non-managerial e-performance. The Program Coordinator will be responsible for maintaining and tracking a weekly Space Report of upcoming New Hires and Separations, coordinating Agency Property inquiries for the scheduling of offboarding appointments for separating employees, and returning Agency Property to the proper Agency partners; acting as the point of contact for Division Administrative Officers (DAOs) for their general inquiries; acting as a Technology and Innovation liaison for HRSD; ordering supplies for the Division; and assisting with special projects as needed.
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
Candidate must have strong verbal, written, analytical, tracking, and customer service skills. Preference will be given to candidates who can manage multiple priorities in a fast-paced environment and exercise confidentiality. Experience with NYC Personnel Policies and Procedures are strongly preferred, as well as experience with NYC personnel systems, PMS, NYCAPS, CHRMS, and PRISE. Intermediate proficiency in Microsoft Office Suite is a plus.
