The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home. Each year, the agency’s Division of Child Protection responds to more than 50,000 reports of suspected child abuse or neglect. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families. ACS is also a key part of NYCs early childhood and education continuum, providing child care assistance to thousands of child welfare involved and low-income children so they can access safe, affordable, quality care.
The Division of Prevention Services is seeking a high energy candidate to serve as a Program Associate. Under the direction of the DPS Program Manager, the Program Associate provides consultation to the prevention providers on individual cases to build their capacity to respond to challenging case practice issues and to improve the outcomes for children receiving prevention services. The Program Associate is a subject-matter expert in areas intersecting with Domestic Violence (DV)/Intimate Partner Violence (IPV) and affecting families in child welfare.
This position is critical to the overall planning, implementation, coordination, monitoring and evaluation of ACS Investigative Clearances for Prevention in support of prevention providers working with families exposed to intimate partner violence.
The Program Associate reports directly to the DPS Program Manager and has the following key functions and responsibilities:
- Serve as an in-house expert in areas of Domestic Violence (DV), Intimate Partner Violence (IPV), and child welfare and consults with other ACS staff on cases with identified DV/IPV concerns.
- Submit provider requests for Investigative Clearance (IC) and review findings on Domestic Incident Reports (DIR) from the Investigative Consultants (IC). Follow up with prevention providers to discuss IC results and recommendations and provide guidance on accessing and utilizing the information provided by the program to inform their assessment and planning for child safety.
- Consult with ACS Investigative Consultants, and Supervisor to assess safety and determine appropriate actions to reduce threat to children and survivor and share recommendations in support of providers and families in their community.
- Provide technical assistance to prevention provider agency staff by supporting them around high-risk DV/IPV cases and safety planning and providing community resources and referrals to address domestic violence.
- Provide support, guidance, and technical assistance to the provider agencies on new and existing policies, and new initiatives developed by ACS and OCFS.
- Work in collaboration with internal stakeholders and external partners to reduce risk, provide consultation, referral, and resources for service planning to children and families involved in violence.
- Develop and conduct presentations/trainings for prevention services staff on related DV/IPV topics.
- Coordinates all training/lectures between ICs and prevention programs related to IPV.
- Work closely with a portfolio of community agency assignments across the five boroughs, build relationships, and develop community resources to serve prevention providers and families in NYC communities.
- Represent the program at community events and meetings and may conduct presentations on prevention services and Investigative Clearances for Prevention Services.
- Enter data into a tracking system to capture the number of requests, results of consultations, and program outcomes.
- Analyze data to create reports on technical assistance efforts, practice trends, and systemic organizational needs around domestic violence.
- Participate in special projects as necessary and perform other tasks as assigned.
