The Mayor’s Office of Criminal Justice (MOCJ) advises the Mayor of the City of New York on criminal justice policy. MOCJ develops and implements strategies, with partners inside and outside government, to reduce crime and incarceration and to promote fairness and legitimacy. MOCJ works with law enforcement, city agencies, non-profits, foundations, and others to implement data-driven strategies that address current crime conditions, prevent offending, and build the strong neighborhoods that ensure enduring safety.
The Indigent Defense Program at MOCJ funds legal service organizations to provide criminal defense services for those persons who cannot afford to pay for their own lawyer. It includes three legal areas: criminal trials, criminal appeals, and Article 10 parental representation. The portfolio primarily uses procurement to effectuate policy and provide access to criminal legal counsel (attorneys) for all New Yorkers.
JOB DESCRIPTION: MOCJ seeks a highly motivated, detail-oriented Program Analyst with excellent communication, research, and analytical skills for its Indigent Defense Program. The Program Analyst will perform a wide range of programmatic, research, and administrative duties, and provide support to the Indigent Defense Team. This is an exciting entry-level opportunity for someone who is interested in learning the mechanics of City government, the City’s Criminal Justice System, and procurement and policymaking at the municipal level.
The Program Analyst’s responsibilities include, but are not limited to:
- Day-to-day administrative and programmatic support to the Indigent Defense Team, including scheduling and coordinating external and internal meetings and taking meeting minutes;
- Preparing briefing documents and memos, tracking priorities, and conducting follow ups both internally and externally;
- Doing “deep dives” into specific research questions and creating presentations to convey data trends and policy recommendations;
- Managing a portfolio of indigent defense data and reporting in New York City
-Coordinating with indigent defense providers on the monthly and annual reporting of required data in a uniform, accurate, and timely fashion.
-Maintaining and analyzing monthly and annual reporting to MOCJ from the indigent defense providers.
-Following up with indigent defense providers to obtain missing data and/or request supplemental data to strengthen reports. Overseeing reporting to NYS Indigent Legal Services.
- Maintaining and updating spreadsheets, management reports, and trackers;
- Cultivating and maintaining excellent relationships and stakeholder groups including the Criminal Courts, Assigned Counsel Plan, Indigent Defense Providers, and other City agencies.
- Providing support to the Indigent Defense Program Grants Manager for indigent defense grants administered by MOCJ.
Qualification Requirements
1. High school graduation or equivalent and three years of experience in community work or community centered activities in an area related to duties described above; or
2. Education and/or experience which is equivalent to "1" above.
PREFERRED SKILLS/QUALIFICATIONS: - B.A. from an accredited college/university with two years or less of post-graduation work experience or equivalent experience - Interest in indigent defense and the New York City Criminal Justice System strongly preferred - Excellent organizational, time-management, and multi-tasking skills, including the ability to take initiative, problem solve, prioritize, and work independently and as part of a team in a fast-paced environment - Strong data analysis and data software skills, including but not limited to Microsoft Excel and Tableau - Ability to speak authoritatively to the accuracy and consistency of data submitted - Ability to pay close attention to detail, meet deadlines, work well under pressure, and use good judgment and - Robust oral and written communication skills, including the ability to synthesize information quickly and frame policy issues and data in a clear and accessible way.
