The New York City Taxi and Limousine Commission (TLC) is the nation’s largest for-hire transportation agency, licensing and regulating the City’s yellow and green taxicabs, for-hire vehicles (including apps like Uber, Lyft, and Via), commuter vans, and luxury limousines. TLC develops and enforces rules to promote safety, transparency, accessibility, as well as consumer and driver protection for a vital mode of transport in New York City. The vehicles, businesses, and drivers licensed and regulated by the agency move over one million people a day. With the introduction of new apps and technologies, TLC is on the front lines of a changing mobility landscape.
The TLC’s Division of Program, Planning and Management is seeking a Program Analyst to provide support for projects related to Accessible Dispatch (AD), For-Hire Vehicle Accessibility Services (FHV), and the Owner Driver Resource Center (ODRC). Through expansion of targeted services, TLC seeks to enhance resources for TLC drivers, small businesses, and the customers they serve. The candidate will be responsible for strategically guiding and managing aspects of AD, FHV, and ODRC as it relates to client engagement, community needs, and experiences we would like to develop. Additionally, and based on key program metrics, the selected candidate will be responsible for the coordination of resources, managing certain aspects of internal and external data reporting, leading analysis, and making recommendations to senior leadership.
Candidates duties and responsibilities include, but are not limited to:
- Manage program metrics and data research efforts across several programs including legal services, financial counseling, and accessible transportation services.
- Provide technical assistance and analysis for research and service delivery for high profile agency programs.
- Assists in coordinating research efforts for community outreach opportunities and customer service delivery.
- Monitor and evaluate Owner Driver Resource Center metrics to ensure legal service and financial counseling vendors are meeting service level standards.
- Coordinate with Policy team to develop and implement new programs and services to support small business owners.
- Analyze taxi and for hire vehicle trip data reported by the Accessible Dispatch Program vendor, Uber, Lyft, and car services to ensure services provided comply with TLC rules and regulations.
- Make recommendations to data reporting procedures as needed.
- Synthesize and communicate program data visually.
- Review key program indicators to monitor service performance.
- Develop new program indicators to improve program functions and efficiency.
- Create reports, decks, and other communications.
- Perform related research and data science duties as assigned.
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
- Bachelor’s degree or higher in statistical analysis or a related field. - Project management. - Demonstrated experience with trend analysis, data science, research, and quantitative and qualitative data review. - The ability to take initiative and work collaboratively across teams. - Experience working and supporting program evaluation tools. - Flexible and creative problem-solver. - Strong verbal, written, and presentation skills.
