HPD is entrusted with fulfilling these objectives through the goals and strategies of “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.


Your Team:


The Office of HPD Tech leads the agency’s effort to transform HPD through technology by promoting productivity and eliminating manual processing, shrinking costs, and increasing the pace of work. HPD Tech works to improve effectiveness of business processes using core applications for flawless execution. HPD Tech empowers decision makers with access to quality (complete and accurate) information to anticipate and pro-actively react to building, neighborhood and market conditions.

The Office of HPD Tech is composed of 9 divisions:

Your Impact:

As the Product Executive Director of the Development for the Division of HPD Tech, you will work be accountable for the deployment of technologies for one of HPD’s functional areas (i.e., Enterprise, Housing Production, Asset & Property management, Enforcement & Neighborhood Services, or Tenant Resources). The Product Executive reports administratively to the HPD’s Chief Product Officer.








Your Role:

The Product Executive is the single point of contact for heads of business units on all matters of technology. The Product Executive works with business and technology stakeholders in pursuit of flawless execution of solutions with goals to exceed business expectations. The Product Executive administratively supervises up to two Product Directors and Technology Leaders (i.e., senior non-managers responsible for systems’ design and quality). Total team size ranges from 7 to 20 (count includes FTEs and contract) professionals. The Product Executive is functionally responsive to the interest of a particular business area, Office of Development.

Your Responsibilities:

- Building partnerships with Business at executive level i.e., Deputy Commissioner, Community based organizations, external entities to manage their expectations
- Liaising with team leaders to determine the enterprise services, delivery criteria, and solutions for issues that may arise.
- Strong experience in discovery, identification, and implementation of Business processes.
- Manage internal and external technical teams as necessary to maintain and support project goals
- Own the technology roadmap for your product area that represents the interest of the business, in line with governance requirements
- Promote Agile behaviors and mindset on the team
- Work closely with PMO on delivering product proposals and project deliverables
- Capacity for self-motivation, independent initiative and creative problem-solving
- Excellent leadership skills with experience collaborating with cross-functional teams
- Prior experience involved with working on API design and implementations
- Experience in managing and implementing complex public facing and internal agency applications
- Formulate business area technology policy and strategies
- Collaborates with HPDTech teams for technology priorities
- Work with Planning to acquire and allocate resources
- Ensure proper execution of HR processes for all staff reports
- Coaching, counseling, and development of staff within the division
- Monitor, and report on product deliverables and performance to confirm HPD expectations are met for all projects and operational activities for this division
- Formulate division’s technology budget needs, policy, and strategies especially in terms of processes, methods, and sourcing
- Provide input on hiring talent necessary to support division goals.
- Ensure technology solutions adhere to security policies and guidelines promulgated by the Chief Security Officer.


Minimum Qualifications

1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or

2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.

In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.


Preferred Skills

The successful candidate should have more than 12 years of technology systems development / support experience preferably with city government. In the 12 years’ experience, at least 2 years must be hands-on application development/integration and another 6 years as a team leader/supervisor. The candidate should be comfortable working through complex issues with varying levels of personnel.
