Job Description

Under the supervision of the Supervisor of Investigations and Director, with some latitude for independent judgment and decision making, the selected candidate will perform the following assignments:

1. Conduct site visits to Housing Authority developments throughout the five boroughs to monitor contractor and subcontractor compliance with prevailing wage requirements (i.e., posting of
wages, signing of development log and completion of Contractor Daily Sign-in Sheets) and discuss prevailing wage infractions observed during site visits with contractors and obtain
resolutions; correspond with contractors. Requires travel.
2. Interview contractor workers concerning prevailing wage compliance; Review interviews, Certified Payroll Reports (hardcopy and automated payroll systems), contract documents, and related
data to determine compliance and corrective action.
3. Conduct prevailing wage investigations Take complaints; audit certified payrolls and related documents; research and review development and NYCHA records, including field reports;
perform calculations to determine underpayment to contractor workers, and prepare prevailing wage determination reports; conduct site visits to contract locations, as required.
4. Prepare daily, weekly, and/or monthly reports as required.
5. Staff Prevailing Wage Toll-Free Number Line Respond to calls, provide technical assistance to customers.
6. Review contract documents and various data sources to determine proper wage schedule for all contracts.
7. Respond to questions by contractors, staff, and unions concerning prevailing wages; gather information required for correspondence relating to contract compliance.
8. Enter information into databases and prepare related reports.
9. Correspond with workers and contractors on matters related to prevailing wage compliance.
10. Participate in meetings with other departments and outside government agencies concerning prevailing wage requirements.
11. Participate in and conduct training and seminars of NYCHA staff relating to prevailing wage enforcement and monitoring.
12. Perform related duties, as assigned.

1. Due to the existence of a civil service list, candidates must have permanent civil service status in the title of Fraud Investigator to be considered.

Minimum Qualifications

1. A four-year high school diploma or its educational equivalent and three years of satisfactory, full-time experience, acquired within the United States in one or a combination of the following:
a . performing investigations involving criminal and/or fraudulent activities; or
b. evaluating credit histories; or
c. searching for assets; and/or
d. researching, compiling and/or locating evidence or information in order to build a case or uncover activities of a criminal, corrupt, unlawful or unethical nature involving public or private funds; or
2. An associate degree or 60 semester credits from an accredited college or university, including or supplemented by 12 semester credits from an accredited college or university in criminal justice, forensic auditing, forensic science, police science, criminology, criminal justice administration and planning, and/or law or a related field and one year of satisfactory, full-time experience as an investigator as described in “1” above; or
3. A baccalaureate degree from an accredited college or university; or
4. Education and/or experience equivalent to “1”, “2” or “3” above. Undergraduate college credit can be substituted for experience on the basis of 10 semester credits from an accredited college or university, for three months of full-time experience. However, all candidates must have at least a four-year high school diploma or its educational equivalent.

Clerical experience in an organization which investigates criminal or fraudulent activities is not acceptable.


Preferred Skills

1. Proficiency with Oracle Procurement and Sourcing modules. 2. Proficiency in software applications, such as Excel and Word. 3. Excellent analytical, written and verbal communication skills.
