THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF PROCUREMENT ANALYST.
The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families through community-based programming and preventive services and provides foster care services for children not able to safely remain at home. Each year, the agency’s Division of Child Protection responds to more than 50,000 reports of suspected child abuse or neglect. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families. ACS is also a key part of NYC’s early childhood and education continuum, providing childcare assistance to thousands of child welfare involved and low-income children so they can access safe, affordable, quality care.
The Office of Procurement, headed by the Agency Chief Contracting Officer (ACCO), is responsible for purchasing necessary goods and services needed to protect the City’s children and families. The Office of Procurement also assists ACS program areas with the preparation of specifications or scopes of services needed in order to issue Invitation to Bid or Request for Proposals (RFP), and with the help of the ACS program areas, verifies the responsibility of the vendors to provide the proposed services. In addition, the Office of Procurement registers contract awards with the New York City Comptroller’s Office.
The Procurement Analyst Lvl 3 position involves responsible professional work, with varying degrees of latitude for independent initiative and decision making, in the procurement of goods and services and in the development and management of contracts for services. All work is performed in accordance with Agency, City, State, and Federal requirements and procedures including those of the Procurement Policy Board and the Mayor's Office of Contract Services. This title shall not be used to replace the technical functions of engineering, engineering-related, or other titles involved in construction activities. There are three Assignment Levels within this class of positions.
Position’s scope of work:
The Procurement Specialist will report to the Deputy Agency Chief Contracting Officer (Deputy ACCO) for Competitive Solicitations and will support both the Competitive Solicitations and Administrative units. This position will be a critical member of the team that prepares and manages Competitive Sealed Proposals (CSP) and Competitive Sealed Bids (CSB).
The position will:
- Coordinate among the ACS Divisions issuing competitive solicitations, the Division of Financial Services, and the Business Law Unit
- Interface with the Mayor’s Office of Contract Services (MOCS) on oversight matters.
- Interact with the Department of Investigation, Department of Finance, the Department of Small Business Services, and the NYC Comptroller’s Office.
- Ensure that all solicitations are completed within set timelines
- Collaborate with the appropriate ACS division to ensure that all vendor questions related to the solicitations are responded to in a timely manner
- Assist in the organization and execution of pre-proposal/pre-bid conferences
- Ensure that any and all required addenda are issued as required with the appropriate approvals
- Conduct Evaluator Trainings and follow-up with the appropriate ACS Division
- Consult with the Deputy ACCO for Competitive Solicitations and the Deputy ACCO for Administration throughout the solicitation process
- Ensure that all appropriate ACS divisions are updated as required throughout the solicitation process.

Within the Administrative unit, responsibilities could include, but should not exceed 20% of the candidate's time:
The candidate will also prepare and modify routine procurement documentation, determining vendor responsibility by vetting proposed contractors through research and document review to ensure that they have demonstrated the business integrity to justify award of a contract; coordinate and process bid openings, pre-award, award, and contract execution, registration, and then the hand over to program units.
S/he will also participate in meetings with vendors in order to coordinate receipt of paperwork necessary for progressing procurement awards; and will request and monitor approval of procurement actions internally and from other oversight agencies.
This position requires:

- Ability to work effectively with various ACS Divisions and Mayor’s Office of Contract Services (MOCS)
- Working knowledge of the PASSPort system
- Problem solving, planning, and customer-service skills
- In-depth experience using MS Word and MS Excel
- Ability to multi-task in a fast-paced environment
- Familiarity with human and non-human services a plus
- Knowledge of Financial Management System (FMS) a plus
- Performing special projects as needed

1. A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
2. An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in “1” above; or
3. A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in “1” above; or
4. A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in “1” above.
SPECIAL NOTES:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.
Preferred candidate should possess previous procurement experience PASSPort experience FMS experience, familiarity with the City's Minority and Women Owned Business Enterprise (M/WBE) Program along with the ability to multi-task in a fast paced environment. In addition, the ideal candidate should be computer literate with working skills in Microsoft Office tools such as Microsoft Outlook, Word, Excel and PowerPoint. The candidate should exhibit excellent analytical, communication and interpersonal skills, and should be detail-oriented, service-oriented, as well as a team player.
