The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.
The Agency Chief Contracting Office (ACCO) is responsible for directing and managing the agency’s procurement. The ACCO's Office works cooperatively with DEP’s operational and support bureaus to manage the procurement process to support their programs and operations requiring capital construction projects, supplies, and services, such as construction and construction-related professional services, primarily, engineering. The ACCO also coordinates with the Mayor’s Office of Contract Services (MOCS), the Comptroller’s Office, the Office of Management and Budget and other agencies. The ACCO’s Office consists of nine (9) organizational groups: Contract Management, Special Projects, Contract Administration, Contract Compliance and Opportunities, Administrative Services, Purchasing Management, Payments and Accounting, Contracts Review and Negotiations and Large Contracts Payments Unit.
The unit of Contract Management is responsible for the procurement of all construction/construction related, professional service and supply and service contracts over the small purchase limit. The methods of procurement include Competitive Sealed Bid, Competitive Sealed Proposal, Negotiated Acquisition, Sole Source, Required Source, Required Method and Contracts with other Governments. Contract Management staff supports all DEP bureaus in every stage of the procurement and contract process, from the Pre-solicitation stage through award, registration and commencement of work.
Under direction of the ACCO with latitude for independent initiative and decision-making, the selected candidate will be responsible to:
- Coordinate, schedule, and calendar all agency's Request for Proposal (RFP) Evaluation Committee meetings, vendor presentations (as required), and maintain the Agency Evaluation Committee roster. Create and maintain an RFP Evaluations Committee calendar, organizing all active agency projects. Maintain accurate records of all active agency RFPs in evaluation. Maintain agency database with project status and progress updates.
- Coordinate, schedule and calendar all RFP internal pre-negotiation meetings, consultant negotiation meetings. Compile and distribute all required materials in advance of meetings. Transcribe minutes at each meeting. Document required next steps and distributed follow-up items to responsible parties. Schedule follow-up meetings as required. Maintain accurate project-level progress tracking data utilizing agency database.
-Utilize the PASSPort system, in an effort to facilitate in the need for contractual services will conduct Responsibility Determinations (RD) for construction, construction related, standard and professional service contract as well as subcontractors, as needed. Interprets directives from the City’s Department of Investigation (DOI) in background checks on vendors, analyzes DOI responses, request additional info from numerous sources (vendor, search engines, government databases, etc) and provides Agency Chief Contracting Office confidential information related to DOI reports. Provides recommendations after collating data taking into consideration agency needs, contract specifications and vendor capabilities; vet contractor integrity by use of various databases including OSHA, Lexis Nexis, New York State Department of Labor; work with the Mayor’s Office of Contracts Services (MOCS) on questions concerning PASSPort, status of RD’s and expedite requests; work with supervisors, ACCO & Bureau analysts on status of RD requests.
- The selected candidate will have to liaison and coordinate with all DEP operational Bureau staffs, vendors and other outside agencies. The selected candidate must have the skill and ability to coordinate and facilitate among and across Bureaus to complete tasks and assignments and must be able to develop and maintain strong relationships with DEP personnel, the vendor community and oversight agencies. The selected candidate must be able to adapt to a fluid work environment with changing needs and priorities, possess strong analytical and organizational abilities and demonstrate effective, clear and persuasive oral and written communications skills. Must be familiar with Microsoft Excel and Microsoft Word.
1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee
benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory full-time professional experience in the areas described in “1" above.
