Major Responsibilities
- Under general supervision, with latitude for independent initiative and judgment, perform responsible work for the Contracts Unit.
- Work closely under the Deputy Director of Contract Unit to perform all required procurement tasks and ensure compliance with city and Agency procurement policies.
- Draft and review of bid specifications, review bid solicitations and analysis, review vendor responsibility, process contract registrations, and monitor vendor compliance with the City’s Minority and Women-owned Business Enterprise (M/WBE) program and prevailing wage requirements.
- Conduct bid openings, evaluate and analyze bid prices against prior bids and conduct market analysis of prices.
- Monitor and ensure databases including PassPort, FMS, CBRET and DART are updated by staff accurately.
- Generate contract expenditure reports and work with contracts unit staff to ensure that funds are appropriately paid as per the city’s accounting rules.
- Assist in training Agency staff and vendors on contract procedures and requirements.
- Work with Agency staff and oversight agencies on all aspects of contract compliance.

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
1. Excellent interpersonal, customer service and presentation skills. 2. Proficiency in Microsoft Word, Excel and Access. 3. Experience with the FMS, APT and/or the procurement process in government. 4. Knowledge of New York City procurement procedures.
