The Office of Technology and Innovation (OTI) oversees all Citywide technology, privacy, cybersecurity, infrastructure, and telecommunications to ensure the security of, and enhance, City operations and service delivery to New York City's residents, businesses, employees, and visitors. As the City's technology and innovation leader, OTI is responsible for operating, maintaining and securing IT infrastructure and systems that touch every aspect of City life from public safety to human services, from education to economic development crossing the full spectrum of governmental operations.
The successful candidate will serve as a Procurement Compliance Officer, reporting to the Compliance unit within the ACCO's Office under the Management and Budget Division. The Compliance Officer will be responsible for the processing of Vendor Performance Evaluations, overseeing the Local Law 1 and 63 process, Perform Vendor Background checks in Lexis Nexis and Dunn & Bradstreet online Database systems, Maintain Contracts Reporting Database and assist with Ad Hoc analysis, special projects and compliance filing and record keeping.
Responsibilities will include:
- Provide support and manage contract related compliance tasks such as Contracts/Vendor Reports, LL1, LL63, Certification of Insurance, Division of Labor Services Vendor Compliance Submissions, Responsibility Determination Vendor searches, sub-contractor approvals, Performance Evaluations and Compliance filing/record keeping;
- Prepare reports and maintain database for all Procurement Compliance related information including but not limited to: Contracts, performance evaluation, LL1, LL63, sub-contracting, Insurance Certificates and DLS;
- Interact and act as a liaison between the ACCO’s Office, Oversight Agencies and various OTI divisions;
- Assist with Ad-Hoc/special projects and initiatives, on an as needed basis, that may be assigned by unit;
- Perform special projects and other related duties as required.
1. A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
2. An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in “1” above; or
3. A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in “1” above; or
4. A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in “1” above.
SPECIAL NOTES:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.
The preferred candidate should possess the following: - Strong knowledge of Microsoft Office products such as Word, Excel and Access - Work knowledge of FMS and PASSPort - Excellent written and verbal communications skills - Organizational skills and the ability to handle multiple tasks under tight deadlines.
