The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The NYPD strives to foster a safe and fair city by incorporating Neighborhood Policing into all facets of Department operations, and solve the problems that create crime and disorder through an interdependent relationship between the people and its police, and by pioneering strategic innovation.

The Contract Administration Section oversees the processing of all procurements for the NYPD to meet the needs of the Department. The purchases overseen by the Contract Administration Section include the following types of contracts (1) Construction related procurements, such as renovations and repairs of NYPD facilities, as well as contracts for scaffolding, and parking lot and sidewalk resurfacing. (2) plant management, including various contracts for maintaining various building systems and equipment. (3) a variety of contracts to meet the Department’s various Information Technology needs, including software, hardware, maintaining and enhancing various Department Systems, and special projects such as the implementation of a Gunshot Detection System and a Body Camera System, (4) Various Emergency Contracts to take care of Needs of the Department that come up on an Emergency basis, and (5) contracts for specialized goods and services as helicopters, firearms, horses, and bullet proof vests. The Contract Administration Section is responsible for making sure that all procurements are processed in accordance with the City’s Procurement Rules and Procedures.

The New York City Police Department seeks an exceptional procurement professional who is highly motivated and detail oriented, to serve as a Procurement Analyst. The successful candidate will have worked in a fast paced, agency procurement/contract section and have extensive experience in developing solicitation documents and handling a variety of City procurements.
Duties include:
- Coordinate and collaborate with all stakeholders in the procurement process
- Manage and coordinate vendor due diligence reviews, including recommendation of strategies for resolution of complex responsibility determination issues
- Review the procurement needs of the Agency and develop work plans to meet these needs
- Achieve procurement milestones for high-priority programs with vigorous time frames; ensure compliance with procedures of the Procurement Policy Board and the Mayor’s Office of Contract Services (MOCS)
- Have a good understanding of the City’s Procurement Police Board Rules, as well as, experience in processing a wide variety of procurements utilizing various different procurement methods
- Effectively utilize PASS Port System, FMS and other systems for review and processing of Purchasing Requisitions, Responsibility Determinations, PSRs, RFAs, RCAMs, and RFRs
- Provide technical advice and quality assurance to stakeholders to ensure work is performed correctly, and develop procedures for administration of contract, procurement and purchasing activities
- Educate and advise Agency staff on appropriate procurement methodology and applicability of local procurement laws
- Represent the ACCO and DACCO in key meetings with senior officials, negotiations with vendors and conduct public hearings if authorized


Minimum Qualifications

1. A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
2. An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in “1” above; or
3. A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in “1” above; or
4. A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in “1” above.
SPECIAL NOTES:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.

- Understanding and working knowledge of the NYC PPB Rules - History of successful development of solicitation documents (specifications and scope of work) - Exceptional organizational and analytical skills - Superior oral and written communication and negotiation skills - Strong desktop computer application knowledge and skills (MS Outlook, MS Work, Excel) - Ability to manage a wide range of projects, simultaneously in a fast pace environment - Working knowledge of Passport and FMS - Masters or other Advanced Degree preferred
Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
