Job Description
Duties and responsibilities are not limited to the following:
- Review submitted requests for procurements and request departments need to identify the appropriate procurement method.
- Completion and administration of tasks related to the procurement of construction services contracts via various procurement methods, from initial request through the execution of the contract award and registration.
- Review bid solicitation documents, complete all related professional tasks and as needed coordinate with the requesting department throughout the procurement process to ensure that all solicitations are complaint with NYCHA's PPM.
- Draft, finalize and submit all procurement public notices to various publication platforms.
- Administer and coordinate all tasks related to pre bidder conferences to ensure that all NYCHA active procurements are being viewed by various vendor pools such as Section 3 Business Concerns through vendor outreach, pre bid conferences and RFIs.
- Prepare and distribute public bid summary internally and externally.
- Through bid evaluations, review vendors' proposals to determine responsiveness or no responsiveness based on conformity to the solicitation requirements including minimum experience and validity of applicable certifications/licenses.
- In collaboration with the requesting department, conduct post bid meetings to ensure potential selected vendors meet NYCHA's standards. Reviews cost proposals to determine price reasonableness based on solicitation cost estimate and/or current market trends to establish recommendations for award for review by supervisory staff.
- Coordinate with the selected vendor to address any outstanding non-material corrections required to initiate award.
- Expeditiously coordinate with all required stakeholders to obtain the necessary approvals for award.
- Prepare pending award documentations for final review and approval by supervisory staff.
- Complete all contracts internal and external registration tasks to supply the administrating department with an awarded contract ready for use.
- Prepare and maintain sourcing and awarding progress reports.
NOTE: The Department of Citywide Administrative Services (DCAS) administered a civil service exam for the Procurement Analyst title on 11/05/25. Therefore, applicants (candidates) that did not take and pass the exam will potentially not be considered; likewise, applicants not reachable on the established civil service list will potentially be in jeopardy of being replaced with an eligible civil service candidate.

PROCUREMENT ANALYST - 12158
1. A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
2. An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in “1” above; or
3. A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in “1” above; or
4. A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in “1” above.
SPECIAL NOTES:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.
