Job Description

The New York City Department of Sanitation (DSNY) keeps New York City healthy, safe, and clean by collecting, recycling, and disposing of waste, cleaning City streets and vacant lots, and clearing snow and ice. DSNY is the nation's largest municipal sanitation agency, with nearly 10,000 employees, 59 district garages, and a fleet of more than 5,000 trucks, cars, and other types of equipment. The Department clears litter, snow, and ice from approximately 6,500 miles of City streets and removes debris from vacant lots as well as abandoned vehicles from City streets.

The Bureau seeks an experienced Procurement Analyst for its Contracts Unit. The Bureau seeks an experienced Procurement Analyst for its Contracts Unit to work in this indirect Inter-Fund Agreement (IFA) position reporting directly to the Bureau Contracting Officer. Under general supervision, with latitude for independent initiative and decision-making, performing work of moderate difficulty in the procurement of goods, services, and/or construction and processing procurement documents and contracts; advising, and coordinating operational, technical, and professional staff in the procurement process; and performing professional work of moderate difficulty managing contracts for services.

The primary responsibilities of the position will include the following:

- preparing solicitation documents required for various methods of procurement, particularly in the area of construction and consultant related contracts and equipment purchases.
- Must be able to access and use FMS and PASSPORT as needed with minimal supervisory assistance
- reviewing solicitation documents submitted by contractors to ensure conformity to solicitation requirements and preparing summary analyses and recommendations for supervisory staff.
- coordinating and processing bid documents and the timely submission of bid packages for public advertising.
- evaluating bid proposals for the selection of the apparent low bidder and vetting the bidder’s qualifications to complete the contract work successfully, including financial status.
- analyzing and providing information on vendors' and contractors' past performance, financial status and other factors which might affect delivery, timeliness or quality of contracted goods and services.
- making recommendations for contract awards, contract modifications, and formal requests for time extensions for procurement activities.
- ensuring that purchases accord with Procurement Policy Board Rules and that requisite approvals are obtained prior to issuing purchase orders.
- tracking all procurement actions from start of procurement through contract award, registration, and issuance of the notice to commence work.
- tracking all OTPS purchase transactions and maintaining an accurate ledger; and,
- serving as liaison to the Office of Fiscal Affairs and to vendors.


Minimum Qualifications

1. A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
2. An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in “1” above; or
3. A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in “1” above; or
4. A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in “1” above.
SPECIAL NOTES:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.

The selected candidate should: - be experienced in navigating the New York City's Financial Management (FMS) and Passport systems. - be proficient in Microsoft Word and Excel. - be experienced in construction-related procurement. - have excellent verbal and communication skills. - possess excellent written, organizational, research and analytical skills. - work well with staff of diverse backgrounds. MUST BE SERVING PERMANENTLY IN THE TITLE OF PROCUREMENT ANALYST or HAVE PASSED EXAM # 0196, 1194 OR 3114.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
