Under general supervision of the Supervisor of the Cyclical Vertical, with latitude for independent judgment and decision making, this role will be responsible for reviewing data to identify next appropriate step corrective actions that the incumbent will be responsible for taking independently and then updating the supervisor. It is essential that this role take the correct action quickly.

Responsibilities include but are not limited to the following:

- Prepare bid documents including Specifications, Form of Proposals and Cost Estimates for solicitations for various contract types including IDIQ, Small Purchase Orders, Requirement and
Blanket Contracts for service trade contracts including plumbing, electrical, paint and welding. Perform the evaluation process of contract usage for six (6) cyclical contract types. (Apartment
Painting, Apartment VCT Floor Tile, Intercom, Carting, Sewer Rodding, Boiler Welding).
- Evaluate vendors submitted bids/proposals to ensure the proposer satisfies the minimum and contract requirements.
- Conduct analysis from various software applications platforms such Oracle OBIEE, Oracle Purchasing Module, and Procurement Department Contract database to ensure contract continuity
through contract term extensions or replacement contracts.
- Conduct contract negotiations regarding pricing. Provides technical onboarding supporting to contractors to initiate contracts. Serves as a liaison to the vendor regarding the terms and
conditions.
- Based on completed bid evaluations establish vendor recommendation for award based on price, qualification and experience.
- Identify contracts in usage trends and patterns to prepare procurement and solicitation schedules for upcoming quarters.
- Conduct usage analysis to identify appropriate next step and recommendations for contract modification or replacement actions.
- Based on analysis outcome, initiates modification, time extension, replacement Service Procurement Requests.
- As needed performs the duties of immediate supervisor.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
2. An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in “1” above; or
3. A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in “1” above; or
4. A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in “1” above.
SPECIAL NOTES:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.


Preferred Skills

1. Proficiency with all Oracle Platforms and Modules 2. Proficiency with MS Office especially Excel 3. Knowledge of procurement rules and regulations 4. A baccalaureate degree from an accredited college and 6 months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management 5. Exceptional organizational skills. 6. Ability to communicate expertly and clearly, both written and verbal, with all levels of staff. 7. Ability to work independently and as a team player. 8. Ability to undertake complex tasks and meet tight deadlines.
