Job Description

Note: Only those serving in the permanent civil service title of Procurement Analyst will be considered.

The Fire Department of the City of New York (FDNY) is the largest Fire Department in the United States and universally is recognized as the world's busiest and most highly skilled emergency response agency. The Fire Department, City of New York (FDNY), seeks a full-time Procurement Analyst II to join its Bureau of Technology Development & Systems (BTDS). BTDS is responsible for providing computer and technological support to ensure the proper functioning of the Fire Department’s operating and security systems, databases, hardware, applications, and programs. The BTDS Budget & Admin unit is seeking a candidate who has knowledge and experience of NYC procurement methods and is familiar with the City’s PPB rules, processes, and applications. The Budget & Admin unit provides HR & Administration, Procurement, Budget, Contract Development and Capital Project Planning support to BTDS project managers and staff. Reporting directly to the unit Director the incumbent’s primary responsibilities will include but not be limited to:

- Prepares solicitation documents required for various methods of procurement and coordinates the processing of all requisitions, purchase orders, and contract renewals particularly on the subject matter of IT hardware, software and maintenance and IT consultant related contracts and equipment purchases.
- Enters and retrieves data from FMS, Passport and eCMS databases and maintains project management tracker of all purchase transactions and expenditures.
- Oversees the processing of receiving reports and approvals of invoices for the bureau.
- Works closely with project managers and supervisory staff within BTDS and other Fire Bureau s to advise on procurement requirements.
- Follows established procedures to process orders in compliance with all NYC PPB Rules and in accordance with Comptroller’s Directives and advises staff accordingly.
- Processes Competitive Bid, OTI, DCAS and Non-Competitive MWBE Small Purchases and reviews FY end year reports and processes decreases.
- Must be able to use FMS and PASSPORT with minimal supervisory assistance.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
2. An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in “1” above; or
3. A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in “1” above; or
4. A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in “1” above.
SPECIAL NOTES:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.


Preferred Skills

The ideal candidate should have knowledge and experience of initiating MWBE small purchase requisitions. Experience with PASSPort and FMS application systems. Knowledge of NYC PPB rules and Financial Directives. Excellent interpersonal, communication, presentation and organizational skills. Must demonstrate proficiency in the use of EXCEL.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
